Duties

The Director of the Office of Airport Planning and Programming is responsible for national airport planning, environmental and social requirements, airport grants, property transfers, and passenger facility development. The incumbent advises on the adequacy of agency policies, criteria, systems, procedures, public rules and regulations, and program plans relating to these matters. In the discharge of the above responsibilities, the incumbent exercises executive direction over two divisions; i.e., Airports Financial Assistance Division and Airport Planning and Environmental Division, a geographically dispersed workforce of approximately 40 to include two Executives and forecasts and executes a budget of approximately $3B in Airport Improvement Program (AIP) Funding.

Principal Responsibilities:
  • Formulates and articulates the strategic vision for the organization and utilizes technical and personnel resources to efficiently and effectively accomplish the strategic plan. Provides direction to the professional and technical staff organized into subordinate organizations with continuing responsibility for ensuring program development is consistent with the Agency's mission, vision, values, and goals.
  • Develops and issues, biannually, the National Plan of Integrated Airport Systems (NPIAS) to Congress, through the Secretary of Transportation, that outlines the plan for developing public use airports in the United States and estimates the costs associated with establishing a system of airports that adequately meet the needs of civil aviation in addition, supports the U.S. Department of Defense and U.S. Postal Service.
  • Oversees the Airport Improvement Program, Passenger Facility Charge Program, and conveyance or lease of Federal land and surplus property for airport purposes.
  • Directs the development of eligibility criteria governing Airport Improvement grants and entry criteria for the NPIAS.
  • Oversees the preparation of guidelines for coordination and implementation of intermodal transportation planning relating to the Airports program.
  • Directs the development of guidance for airport planning and planning support, including master and system planning.
  • Represents the Office of Airport Planning and Programming at meetings of organizations concerned with matters within the purview of the office. Establishes and maintains liaison with senior executives and officials within FAA, other Federal agencies, state and local governments and the aviation industry to present and negotiate FAA policy and requirements and ensure effective coordination of airport planning and development.
  • Sets a positive culture for the organization that results in the empowerment of staff development and growth.

  • Must be able to obtain and maintain a Top Secret Clearance.

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.
