Physician positions are a mission critical occupation for HRSA. These positions are responsible for formulation of policy and programs administered by Health Resources and Services Administration to provide advice and assistance to Bureaus, Department of Health and Human Services, and other Federal entities as related to the medical aspects of primary health care programs for underserved populations.

As a Physician you will provide guidance and oversight to the Alliance for Innovation on Maternal Health (AIM) program, the Women's Preventive Services Initiative (WPSI), and provide clinical guidance and expertise to other maternal and women's health programs within DHSPS.

Your major duties and responsibilities include:
  • Providing medical advice and consultation on critical problems in the maternal and women's health field. Shares health-related educational or informational materials so that medical advice and assistance are widely available.
  • Reviewing and evaluating maternal and women's health programs resulting in recommendations or decisions for program strategies, modifications, or improvements.
  • Reviewing, evaluating, overseeing, and providing technical assistance in the development of grants, cooperative agreements, memorandum of understanding, or other mechanisms for joint endeavors between federal, state, local or private sector health entities.
  • Reviewing and analyzing relevant medical findings and policies at the Federal, state, and local levels to determine their influence on improving access to maternal and women's health care and service delivery, develops recommendations for improving and expanding the continuity and coordination of care for women.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:

A. Degree: You must have a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association , Association of American Medical Colleges , Liaison Committee on Medical Education , Commission on Osteopathic College Accreditation of the American Osteopathic Association or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. A copy of your transcripts is required by the closing date of this announcement. Failure to do so will result in you being rated ineligible for this position.

OR

B. Degree from Foreign Medical School: You must provide a Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.

OR

Documentation that verifies successful completion of the U.S. Medical Licensing Examination.

Have a License: You must also possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your license with your application. Failure to do so will result in you being rated ineligible for this position.

AND

GRADUATE TRAINING:

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An Internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association or Accreditation Council for Graduate Medical Education (ACGME) .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

AND

ADDITIONAL TRAINING :

For this GS-14 level position, you must have four (4) years of graduate training in the specialty of the position to be filled OR equivalent experience and training. Appropriate specialties are those related to the position being filled such as Family Medicine, Internal Medicine, Obstetrics and Gynecology, Preventive Medicine.

AND

LICENSURE REQUIREMENT:
You must also have an active, permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your current/active license with your application by the closing date of this announcement.

AND

SELECTIVE FACTOR:
In order to meet the basic qualification requirements for this position, you must be board certified or board eligible by the American Board of Medical Specialties (A.B.M.S) in at least one of the following primary care disciplines:
  • Family Medicine
  • Internal Medicine
  • Obstetrics and Gynecology
  • Preventive Medicine
You must provide a copy of your board certification or documentation of board certification or board eligibility with your application by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Education

This position has an education requirement. You must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education requirement. Additional information

When applicable requirements are met, the position may be eligible for additional compensation through Physicians Comparability Allowance (PCA) for up to $30,000 per year.
