Duties

The following are the duties of this position at the GS-7. If you are selected at a lower grade level may differ slightly.

Intern assignments are designed to 1) provide experiences in a variety of developmental administrative areas related to the incumbent's academic field; 2) help complete FinCEN's temporary administrative projects; and 3) support FinCEN's overall mission and administrative functions.
PD-The Policy Division leads the development of FinCEN's anti-money laundering (AML), countering the financing of terrorism (CFT), and beneficial ownership (BO) strategic policy and regulations. Interns who work in the Policy Division become integral members of the team responsible for: drafting policy and regulatory documents that address illicit finance threats and threats to our national security; briefing FinCEN and Treasury leadership on AML/CFT and BO issues; and responding to public inquiries about the requirements of the Bank Secrecy Act (BSA).
ID-Intelligence Division (ID) analysts are global experts on illicit finance, providing data-driven tactical and strategic perspectives, utilizing cutting edge all-source financial intelligence analysis. ID serves internal and external customers, providing intelligence support to regulatory, law enforcement and national security customers. Interns will work on teams with our full-time analysts and will research, analyze and write on global financial developments related to key financial intelligence questions.
TD-The Technology Division's primary purpose is to develop, deliver and support comprehensive technology solutions which allow FinCEN to collect, search, and analyze financial intelligence, share it with domestic and foreign partners to safeguard the financial system from illicit use, combat money laundering and promote national security through the collection, analysis, and dissemination of financial intelligence and strategic use of financial authorities. Interns Assist with alignment of smoke testing and possibly tier 2/3 testing with automated testing efforts. Establishing plans, inventory, and testing of Solarwinds scope within the application tier. Transition planning and/or possible gap analysis of future target system. JIRA ticket testing, auditing, and monitoring to align with business and security requirements. M365 development and testing.
GID-The Global Investigation Division is responsible for implementing some of FinCEN's unique regulatory and information collection authorities under the Bank Secrecy Act. Interns will assist investigative specialists in identifying global money laundering and terror finance threats and taking subsequent action to disrupt those threats through the use of GID's tools.
SOD-The Strategic Operations Division is responsible for designing and implementing FinCEN's strategic partnerships across industry, with state, local, and U.S. Government colleagues, as well as with foreign jurisdiction counterparts. Interns will assist the team with conducting activities to establish and maintain productive relationships with internal and external stakeholders to support anti-money laundering and countering financing of terrorism (AML/CFT) on a domestic and global basis.
ECD-Enforcement and Compliance Division engages with the financial sector, collaborates with other financial regulators and law enforcement agencies, and conducts its own regulatory examinations and law enforcement investigations of financial institutions in order to combat corruption, drug trafficking, human trafficking, money laundering, organized crime, terrorist financing, and other types of illicit finance. Interns will learn about the Bank Secrecy Act, civil law enforcement investigations, including the collection of evidence, analysis of administrative records, development of formal recommendations, and develop an understanding of anti-money laundering compliance programs, suspicious activity reporting activities, currency transaction reporting obligations, and other BSA compliance programs, practices, tools, and techniques used.

    1. Pathways Internship Eligibility:

    A. Must be a current student in an accredited high school, college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.

    B. All applicants are REQUIRED to submit all undergraduate and graduate college transcripts, no later than the date indicated in the announcement.     Specialized Experience For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the Federal service. for this position includes:
      Gathering, analyzing, and evaluating various types of data and then providing functional guidance and recommending solutions to a supervisor, management, or other personnel. It must include experience with spreadsheets and the analysis of qualitative and quantitative data.
    OR You may substitute education for general or specialized experience as follows: One full year of graduate level education in a related field, or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society;
    OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    Specialized Experience For the GS-5, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. for this position includes:
      Producing a wide range of documents using office automation software, desktop publishing, databases and/or spreadsheets; AND Receiving phone calls, providing information on routine or procedural matters, or referring questions to appropriate staff members; AND Entering, deleting, modifying, and retrieving data from established databases.
    OR
    Education: You may qualify with the completion of 4 academic years of post-high school, leading to a bachelor's degree or equivalent degree.

    For the GS-04, general experience must include one year of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

    OR
    Education: Completion of two full academic years of post-high school study or an associate's degree

    For the GS-03, general experience must include six months of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

    Education: Completion of one full academic year of post-high school study

    For the GS-02, general experience must include three months of progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

    Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
