Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-14: 1 year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Examples include: experience in strategic program management, administration, planning, development, evaluation and implementation of an organization's performance outcomes; apply a wide range of quantitative and qualitative analytical methods for the assessment and analysis of issues and initiatives; develop modifications, revisions, and implementing procedures to improve the effectiveness and efficiency of program operations; initiate, manage and complete research statistical data analysis projects for management; Initiate and complete education program research and analysis projects and studies; work independently, lead teams and serve as a liaison for senior management to organize, develop and perform a wide range of assignments and projects; prepare and present data in briefings and presentations.
Only experience and education obtained by the closing date of this announcement will be considered.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
Education

As a Program Analyst GS-0343-14, your typical work assignments may include the following under supervision:
- Responsible for strategic performance management of the organization, including management of the implementation of the organization's Strategic Direction.
- Administration of Strategic Performance Management System for collecting, managing and reporting data and measurement outcomes
- Conduct routine and on-demand research and analyses for leadership.
- Provide professional development and support to staff and stakeholders and use data to improve accountability and performance while improving agency service.
- Liaise with Indian Affairs Performance staff to provide input and data for performance reporting.
- Collaborate and work independently with staff in various departments, schools as well as with Tribes to design, develop and recommend analytical plans as well as manage, organize and implement projects.
- Perform complex education program analysis projects involving education issues and initiatives.
- Develop plans for education research on Bureau of Indian Education-funded schools, post-secondary institutions, and tribal education departments.
- Prepare briefing materials, provide professional development plans for education research on Bureau of Indian Education funded schools, post-secondary institutions, and tribal education departments.
- Provide leadership in performing a wide variety of complex analytical studies and projects to provide management and program data and information to facilitate program planning and development, and TribalGovernment work relationships.
