Duties

  • You will evaluate technical engineering work performed by others to ensure compliance with engineering practices and specifications.
  • You will prepare detailed, comprehensive cost estimates for the construction of complex projects.
  • You will coordinate efforts of all organizational elements associated with the project to ensure project progress and key event accomplishments.
  • You will develop comparative cost analysis for alternative design scenarios.
  • You will develop long-range plans for the implementation of a major command program.
  • You will review technical data, schematics, and proposed engineering changes to determine feasibility of proposals.
  • You will analyze cost estimates and develops negotiating strategies.
  • You will provide advice and assistance to professional designers in order to maintain cost control.
  • You will have a working knowledge of Parametric Cost Estimating software.
  • You will analyze overall project requirements to schedule and sequence work operations.
  • You will coordinate the design and development plans, specification and technical reports concerning all areas of design work.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a LEVEL II (Intermediate) FACILITIES ENGINEERING. Certification is required within 24 months of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1) Serving as technical representative in negotiation and administration of contracts and change orders; 2) Reviewing, assessing and resolving complex and diverse design problems encountered during the performance of assigned projects; 3) Analyzing cost estimates and bids and develops negotiation strategies to recommend award or rejection of bids; 4) Providing detailed, comprehensive cost estimates for the construction of complex facilities; 5) Utilizes construction project software to schedule, track progress and estimate cost of assigned projects.

This announcement uses the Certain Personnel of the DoD/Modified direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

A 40 hour work week is typical of this position.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

PHYSICAL DEMANDS:
Work is principally sedentary although there will likely be significant walking or bending involved in fieldwork activities such as inspections of utility lines, manholes and vaults, collection of meter readings, operation of installed equipment and construction site visits.

WORK ENVIRONMENT:
Work is usually performed in an office setting although there will likely be occasional exposure to construction work conditions in buildings or outdoors. Job risks may include exposure to extreme noise levels, dusts, pollen, bright/dim light, extreme cold or heat, wet or humid conditions, fumes, noxious odors, chemicals, sewage, confined spaces, and heights.
