Duties

  • Resolves questions on eligibility and applicable charges, to include treatment received at subordinate medical facilities.
  • Provides technical and administrative supervision to employees engaged in the collection and claims functions in support of the Treasurer's Office of the medical treatment facility.
  • Manages the preparation and submission of bills and accounts for collection of funds for emergency treatment provided to unauthorized civilians.
  • Manages the dining facility collections; transmits delinquent accounts to the appropriate agency (Defense Finance and Accounting Service, various military pay offices, etc.), for processing and collection.
  • Utilizes a good working knowledge of medical terminology and diagnostic related group (DRG) codes to supervise the preparation and submission of claims to bill for reimbursement of costs associated with civilian emergencies.
  • Performs accounting functions through the on-line accounting system; ensures Medical Service Accounting (MSA) vouchers are entered into the finance system, certifies all hospital refunds, and performs queries.
  • Plans leave schedules, approves and disapproves leave; provides advice to employees on management's program and goals and other pertinent personnel and administrative matters.
  • Provides on site training and technical oversight and expertise to the Medical Services Accountable Officers (MSAOs) providing guidance, ensuring program compliance, and coordinating standardized training for Medical Services Accounting personnel.
  • Assigns duties and responsibilities to positions and approves job descriptions; sets performance standards, interviews applicants for position vacancies and makes selections; writes performance standards and appraisals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to have tuberculosis testing.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes: investigate billing, collection and/or accounting issues and recommend solutions for medical service accounts, in accordance with policies and procedures; coordinates preparation and submission of bills for collection of funds for treatment of patients; resolves debt management issues pertaining to collection and questions on eligibility and applicable charges; and utilizes administrative and financial management systems such as; General fund Enterprise Business System (GFEBS), or Defense Medical Logistics Standard Support (DMLSS).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
