The Technical Team Lead position will have a background in Software Development, System Administration, Database Management, and hands-on experience supporting complex Windows Systems. Prefered experience in custom built SharePoint applications, SQL Server, SSIS ETL packages and Cognos/SSRS reporting. The incumbent will be able to work across multiple IT disciplines with experience in cyber security, networking, communications, and infrastructure, and will also lead and be the technical liaison for implementations and upgrades for in-house and vendor applications and systems.

Effective communication with management, end users, technical and vendor resources is necessity along with the ability to collaborate with internal and external project teams.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's Degree in Information Technology, Computer Science with Programming, and Web Application Development.

Experience
  • Nine (9) years of experience with concentrations in one of the following technologies: .Net 4.5 or higher, C#, C++, VB, Web APIs, SharePoint Enterprise 2010 or higher, SQL Server 2012 or higher, 2008 R2, QlikView, ODBC, OLEBD, AJAX, JSON, SMOD, XHTML, XSL, XML, CSS, HTML5 or higher, JQuery, JavaScript, Angular, Bootstrap, SOAP, REST, Oracle 10 or higher, 11g, LINUX Servers

Preferred

Certification/Licensure
  • SharePoint 2010, 2013, or 2016 Certification
  • MCS and MCDA

SUMMARY

The Technical Team Leader acts as the lead technical expert for assigned WMATA systems. In addition to hands-on support, the incumbent guides, leads, mentors, facilitates, and coordinates the direction of a group of technical staff members in the ongoing technical operations support planning and maintenance as well as the delivery of projects.

ESSENTIAL FUNCTIONS
  • Acts as an IT Technical Lead for assigned WMATA systems. Provides deep technical expertise and leadership to a team of highly skilled programmers and engineers.
  • Engages with the business to understand their technical needs and leads a group of technical staff to meet these needs. Engages with other IT Department representatives to understand their processes, requirements, and helps to coordinate with these departments on behalf of IT.
  • Guides and mentors the technical team members and identifies and assigns tasks. Also ensures delivery optimization, removes obstacles and coordinates efforts to allow the team members to focus on the tasks at hand.
  • Develops and reviews technical proposals for impact to the architecture and infrastructure as well as coding quality and adherence to IT Department policies and procedures.
  • Identifies operational and project technical risks and issues as well as mitigation strategies to address these areas.
  • Coordinates with Stakeholders about assigned system updates and redesigns. Provides timeframe for work execution, issues management and release dates. Provides transparency to groups with stake in the system design, those who perform Hardware, Software and electrical tasks to system constraints.
  • Exercises creative thinking and ideation to advance WMATA business performance and provides best practice solutions for assigned systems.
  • Leads the delivery of largescale, highquality systems focused on the infrastructure layer of the technology stack, including networks, storage, and database. Develops reusable and scalable tools to be shared across portal domains in order to collect aggregated data.
  • Provides support during development by code reviewing source, web application program interfaces (APIs), other APIs and Out-of-Box solutions.
  • Maintains system performance for applications and develops new features based on business requirements from Stakeholders.
  • Programs, develops, deploys and manages mission critical applications that support WMATA initiatives. Develops applications using Software Development Lifecycle (SDLC) Model with Visual Studio Integrated Development Environment (IDE), SharePoint Designer. Coordinates project planning and execution with internal engineering teams, business partners and technical leaders across the division. Works closely and coordinates with users designing and developing to deliver the right product that improves effectiveness and efficiency in the execution of their mission.
  • Facilitates production support meetings which include Developers, Administrators and Project Managers.
  • Deduces and solves applications issues. Monitors and provides expertise on server farm level administration of SharePoint Servers.
  • Guides and monitors the request process for user access and group access through site collection security and Active Directory. Supplies certificates to servers as needed. Supports and backs up SharePoint frontend web server patching.
  • Guides, reviews, and creates the production of documentation supporting Resilient Technical Solution Development: General Guidelines, Requirements Guidelines, Architecture and Design Guidelines, and Implementation Guidelines. Reviews, and creates documentation aligned with PLM and ISO audit compliance.
  • Develops and implements strategies to provide proactive support to reduce incidents, increase availability, and accelerate deployments.


OTHER FUNCTIONS
  • Performs stress tests on applications, redundancy reviews and access review for users.
  • Guides the monitoring and the production support for life-cycle of changes to business systems.
