Job Announcement
Serves as the Financial Reporting Manager in the Accounts Payable Division of the Department of Finance. Manages the day-to-day operations of the invoice imaging and processing teams. Supervises professional and paraprofessional staff involved in the management of centralized accounts payable operations. Oversees the Accounts Payable Division’s invoice workflow. Works independently and in team situations to develop accounting and internal control solutions for projects and initiatives in a fluid environment with limited supervision. Analyzes complex accounting transactions and year-end expenditures to ensure proper recording. Initiates cross-functional and interdepartmental efforts to identify opportunities for system and business process improvements through automation, process redesign, or a combination thereof.
This position requires a self-motivating individual with leadership and management skills, and an ability to establish and maintain inter-agency relationships. Strong oral and written communication skills and the ability to convey accounting concepts in a manner understandable by a wide audience.
Note: Salary offer will not exceed the midpoint ($110,911.22) of the salary range.
The telework policy for this position allows teleworking up to 40% of the weekly working schedule which generally equates to a maximum of 2 days a week teleworking and at least 3 days a week in the office at the Fairfax County Government Center in Fairfax, VA.

Graduation from an accredited four-year college or university with a bachelor's degree in accounting, business, finance, or a closely related field; PLUS five years of increasingly responsible professional accounting experience and/or accounting/financial operational experience. Two of the five years must include supervisory experience. CPA certification or a master's degree in an appropriate field may be substituted for one year of the required experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.

Illustrative Duties
All Functional Areas:
- Provides technical guidance to departments, and assists in development and review of financial and accounting policies in accordance with GAAP, while complying with applicable statutory requirements and regulatory guidelines;
- Plans, directs, and supervises activities of a professional and/or paraprofessional accounting staff;
- Provides development programs and training to staff;
- Participates in ad hoc activities relating to specific governmental accounting issues.
Financial Reporting:
- Assists in coordinating the external audit and facilitates resolution of audit-related requirements.
- Manages the reconciliation of bank records to the county's financial system.
- Monitors the accounts payable activity for each section: imaging, invoice processing, payment issuance, tax reporting, vendor maintenance and unclaimed property;
- Ensures prompt payment of all countywide obligations in compliance with mandated prompt payment guidelines;
- Ensures discounts available from vendor's special payment terms are met when offered;
- Ensures internal controls and separation of duties are followed to maintain fiscal integrity and fraud avoidance using automated controls in the county's financial system;
- Ensures compliance with all applicable federal tax reporting requirements.
Required Knowledge Skills and Abilities
- Extensive knowledge of current governmental and accounting principles, methods, and practices;
- Extensive knowledge of overall public finance and governmental accounting and financial reporting to include areas of cash and investments; debt management; pensions; APA; bond disclosure, Virginia prompt payment act; federal 1099 tax reporting requirements, as pertinent to section to which assigned;
- Extensive knowledge of regulatory requirements including laws, rules, administrative policies, principles, methods, and practices pertaining to accounting and financial reporting;
- Ability to plan, direct, and supervise professional and/or paraprofessional accounting staff involved in analysis and review of highly complex, diversified accounting tasks;
- Ability to analyze, interpret, and implement accounting standards countywide;
- Ability compile and evaluate data, draw sound conclusions, and recommend course of action;
- Ability to conduct financial studies and prepare complex financial reports;
- Ability to communicate effectively, both orally and in writing;
- Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, customers, and the general public.

- Experience with managing the fiscal year-end closing process for accounts payable and ensuring proper recordation of expenditure accruals.
- Subject matter expertise in enhancing accounts payable workflow, fraud prevention, and electronic payment initiatives.
- Experience in implementing innovative solutions to improve invoice cycle times, maximize discount capture, and realize cost savings from workflow efficiencies.
- Strong leadership and management skills.
- Experience working with Enterprise Resource Planning systems and use of advanced MS Office software solutions.
- Certified Public Accountant or Certified Government Financial Manager qualification.
