Job Announcement

May be used to fill multiple positions. Salary will not exceed the midpoint of the salary range and is commensurate with experience.

Under the direction of the Supervising Contract Specialist, the senior-level contract specialist is responsible for the full-life cycle contract management, work independently developing and managing Requests for Proposals and other negotiated agreements to establish contracts in support of customer departments. Coordinates pre-award and post-award procurement actions including contract negotiation, administration, termination, and closeout. Conducts pre-proposal conferences, participates in, and provides guidance to selection advisory committees, guides and participates in negotiations, and recommends and prepares contract award documents. Analyzes and applies applicable federal, state, and local laws, policies and regulations to determine contractor compliance. Organizes contract kick-off meeting, maintain continuous contract oversight and monitoring through site visits, review of customer satisfaction information, contractor performance reports and deliverables. Provides training and technical assistance to contractors to ensure contractor performance is satisfactory. Acts as liaison to general counsel, Risk Management, and IT for assigned contracts. Prepares and maintains all documentation to ensure auditable contract records. Attends periodic evening meetings to facilitate selection advisory committee proposal evaluation process and provide contract monitoring updates to various Boards, Authorities and Commissions. Uses automated contracting and financial system to process and finalize contracts and purchase orders.

Schedule: Position participates in events which may occur outside of normal business hours.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with major course work in business administration, public administration, or a related field; plus two years of experience in technical procurement work, including considerable experience with automated procurement processing systems.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check.

PREFERRED QUALIFICATIONS:
  • Master’s degree in public or business administration, public policy, government, or a related field.
  • Prior experience in health or human services administration including experience at the federal, state or local government level in contracts, grants, and procurement programs.
  • Experience as the lead in one or more of the following: contract solicitation; proposal development; technical writing; developing and analyzing technical and cost proposals; contract administration; developing and evaluating performance measures; program monitoring or auditing; grants management; and program budgeting.
  • Knowledge of principles, practices and techniques relating to procurement and contract administration.
  • Nationally recognized professional public procurement certification.
  • Intermediate experience with basic Microsoft Office Suite applications, SharePoint, and SAP Enterprise Software - Finance and Logistics.
  • Ability to quickly and clearly interact, in writing and directly, with contractors, public sector program managers, senior department leadership, and stakeholders is critical.
  • Ability to attend site visits within and outside the metropolitan area.

PHYSICAL REQUIREMENTS:
Duties are generally sedentary and performed in a normal office environment. Ability to use keyboard driven equipment. Ability to attend meetings.
