The Department of Public Works and Environmental Services (DPWES) is looking for a Senior Business Analyst to join our IT service team who is an inquisitive, critical thinker that enjoys working with a team of like-minded individuals and enjoys problem-solving when innovation, re-invention, and disruption are paramount. The Business Analyst will be integral in helping to define and lead IT strategies for each line of business that will have a direct impact on the department’s business operations effectiveness.

You should be a self-starter, have excellent analytical abilities, outstanding business acumen and judgement, intense curiosity, strong technical and creativity skills, and superior written and verbal skills. You will work with business owners and technical teams to understand and define requirements and then deliver operable solutions. We are looking for individuals who enjoy a challenge and have a desire for professional growth and a continuous learning experience. As a member of the team, you will:
  • Serve as a lead business analyst and have overall responsibility and accountability for development and delivery of high-quality IT solutions and services.
  • Work directly with business leads and system end users to validate requirements that map to real business needs, are approved by all relevant stakeholders, and to qualify the IT solution requests and assess business readiness.
  • Champion the evaluation and redesign of business processes to enhance functionality and efficiency and facilitate change through a combination of documenting process flow diagrams, logic diagrams, and narrative user stories.
  • Perform analysis of business needs and stay current in technology innovations to design and present effective IT solution proposals and strategies to business problems, and translate this into technology requirements
  • Develop a deep level knowledge and understanding of both the business and the technology products supported to provide application support services
  • Lead new system implementations and changes to ensure meet business needs and improve customer satisfaction levels, test, and confirm functionality created.
  • Coordinate with third-party vendors, Internal IT, and business users to build effective communications and provide governance over system enhancements, changes, and problem incidents.
  • Serve as an application administrator, and cross-train on other existing department IT implementations and applications to provide resource resiliency.
  • Engage and build influential relationships with senior leaders and stakeholders to appropriately drive focus and priorities on the right things for success.


Required Knowledge Skills and Abilities

  • Considerable knowledge of interdepartmental and/or County-wide processes, procedures, and requirements with regard to such administrative functions as personnel, finance, and budgeting;
  • Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
  • Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
  • Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
  • Knowledge of effective project management methods, practices and techniques;
  • Knowledge of effective supervisory methods, practices, and techniques (required for some positions);
  • Ability to analyze and evaluate administrative processes and procedures for automation purposes;
  • Ability to conduct research into new information technology;
  • Ability to train employees in the use of hardware and software;
  • Ability to prepare user manuals;
  • Ability to translate technical terminology into terms understandable to management and employees;
  • Ability to establish and maintain effective business relationships.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's degree in computers systems, Information Systems Management, or related fields.
  • At least 7 years of experience working directly with customers and/or end users to gather and validate business requirements and developing technical solution proposals.
  • Experience documenting as-is processes and providing process consultation to optimize and drive business transformation.
  • At least 5 years of experience in providing application system administration support and troubleshooting technical issues.
  • At least 7 years’ experience in successfully implementing and maintaining large and complex application system solutions.
  • Demonstrated knowledge of software development life cycle, project management and Agile methodologies.
  • Experience building, managing, and maintaining vendor relationships.
  • Strong analytical, critical thinking, and problem-solving skills, and good attention to detail
  • Excellent organization and project management skills, including time management and multitasking.
  • Strong verbal and written communication skills; including ability to succinctly summarize key information and communicate effectively to a diverse group of team members, stakeholders, and senior leadership
  • High level of business and technology curiosity and continuous learning.
  • Knowledge of Cityworks software or Capital Project Management software.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to use keyboard-driven equipment. Job is generally sedentary. All duties performed with or without reasonable accommodations.
