The Capital Program Manager will be responsible for coordinating and managing all activities associated with assigned capacity/non-capacity capital development projects for Alexandria City Public Schools (ACPS). The Capital/Construction Program Manager assists to administer construction and renovation projects to advance the 10-year capital program modernization campaign. The Capital Program Manager collaborates with multiple stakeholders to include City and ACPS senior leadership, contractors, architects, planning and design professionals, ACPS project managers and associated staff personnel in an effort to complete projects on schedule, within scope and within budget. In addition to these roles, the Capital Program Manager serves as a critical team member for Capital Programs, Planning and Design department. Additional ad hoc assignments may include planning, budgeting and estimating efforts, assessments, standards and specifications writing and others.

This position reports directly to the Director of Capital Programs, Planning and Design. The Office of Capital Program, Planning and Design is responsible for the management, oversight and execution of all capacity construction and project management activities for ACPS as well as capital planning and budget development.

Qualifications

Education: Bachelor's degree in construction management, building industry -related engineering (civil, mechanical, electrical, energy, etc.), urban planning, real estate, architectural design or related fields. Master's degree preferred.

Certificates & Licenses: Project Management Professional (PMP) Certification, Certified Construction Manager (CCM) Certification, Facility Management Professional (FMP) or LEED Certification or related certifications preferred. Valid Class C Noncommercial driver's license and daily access to personal transportation.

Experience:
  • Seven to ten years of highly successful experience in design and building construction/modernization; facilities operations and planning; real estate development and/or buildings and grounds logistics management. Public school experience preferred.
  • Demonstrated experience with civic offices and public engagement of construction projects
  • Knowledge of design and construction laws, codes and regulations
  • Knowledge of facility inspection, quality controls, and safety assurance methods and associated metrics.
  • Experience overseeing and managing simultaneous projects (budgets, schedules, etc.)

Essential Functions:
  • Directs day-to-day coordination and integration of the ACPS capital improvement budget capacity work including planning, real estate development, related studies, coordinating program development with education planners and others, design, engineering and construction program of educational facilities.
  • Autonomously manages the execution and implementation of comprehensive strategies to deliver the CIP capacity work on schedule, within budget and in support of the goals of the Superintendent, and the School Board.
  • Collaborate with ACPS departments, schools and offices to ensure CIP supports the academic and capacity objectives of the division and complies with the respective board policy, local, state and federal requirements.
  • Supports the Director/Assistant Director/Senior Capital Program Manager to carry out the capital improvement plan.
  • Provides advice and guidance to members of the Senior Leadership Team, other ACPS consultants and partners on plan matters.
  • Develops periodic technical, schedule, planning, financial and other reports for projects in planning, design, and construction phases.
  • Coordinates with ACPS staff, conducts related meetings and manages a variety of administrative, support and technical disciplines using effective, efficient and professional practices and methods.
  • Serves as a representative and liaison for the program and ACPS with City Officials, community members, other consulting team members and partners. Consults with technical staff, consultants, contractors and other agencies to expedite the completion of planning, design, construction and integrated activities through to occupancy and completion.

Knowledge, Skills, and Abilities
  • Must maintain current driver license and be able to operate a vehicle to travel to and from construction sites and campuses
  • Ability to establish and maintain effective relationships with others.
  • Highly effective verbal and written communication skills in public settings.
  • Ability to keep accurate records, prepare timely and detailed reports and make presentations on behalf of the program with various audiences and types of groups
  • Proficient in the use of Microsoft Office Suite applications (MS Word, Excel and PowerPoint), Google document applications, and project management software. Able to learn ACPS software with training as provided.
  • Ability to plan, maintain and track budgets and schedules for simultaneous projects.
  • Ability to understand and interpret architectural and construction drawings / documents.
  • Must be able to understand and follow board policies and division administrative guidelines

Clearances:
  • Criminal Justice Fingerprint/Background Clearance.
  • Tuberculosis Skin Test.

Public Health Compliance
  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.
  • Must follow safety and health protocols.
