Duties

This position will report to the Chief of the Treasury Initiatives Section. Duties of this position include, but are not limited to:
  • Developing an understanding of federal Judiciary financial operations and evaluating how to better meet financial management requirements with a focus on OTC.net, Pay.gov, and similar Treasury systems.
  • Advising courts and offices and serving as agency administrator of OTC.net, Pay.gov, and similar Treasury systems.
  • Performing reconciliations of financial management data against various systems and sources of information such as budget, human resources, inventory, procurement, and travel to identify discrepancies, delinquencies, and abnormalities and taking corrective actions where appropriate.
  • Identifying gaps in current standard operating procedures documentation and creating standard operating procedure documents as needed.
  • Developing specific regulatory and/or procedural guidance for implementation and maintenance.
  • Reviewing and prioritizing system change requests, document requirements, conducts testing, and providing support for system deployments.
  • Researching, interpreting, analyzing, and applying management principles of system analysis, design, and development that integrate goals and objectives within the Judiciary.
  • Researching and identifying opportunities to modernize and improve business processes and practices within the Judiciary.
  • Performing special studies, reviews, and internal examinations of financial management operations and financial systems throughout the Judiciary.
  • Preparing written reports, correspondence, recommendations, office guides, and manuals.
  • Performing trend analysis of Judiciary funds and trial balance line items.
  • Providing systems assurance and verifying data integrity for the central accounting system.
  • Analyzing and reconciling general ledger accounts detail transactions to ensure accuracy and integrity in the Judiciary Integrated Financial Management System (JIFMS).
  • Routinely uses software systems and tools such as Microsoft Office (to include Access, Excel, and Word), Adobe, JIFMS, Business Analytics, Data Warehouse, and other tools in support of Finance and Accounting activities.
  • Demonstrating an ability to effectively interact with and convey information to people who possess varying levels of understanding on applicable topics and has good verbal communication and technical writing skills.
  • Providing customer service and has problem-solving skills.
  • Advising and consulting with courts on their local financial and accounting matters.
  • Performing other duties as assigned.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position.
    Specialized experience is demonstrated experience in ALL of the following:
    (1) Facilitating deployment of financial systems and applications.
    (2) Providing support to management regarding process review and improvement.
