Duties

The incumbent will serve as an Program Analyst (Acquisitions) in ASO. The incumbent will report to the Deputy Chief in the ASO.

Specific duties for this position include, but are not limited to:
  • Serving as liaison between ASO and the Procurement Management Division (PMD). Attending weekly meetings with PMD and representing ASO and our contractual efforts. Owning the ASO acquisition planning process and the ASO Acquisition Plan. Collaborating with the Budget Analysts on the maintenance of the spend plan. Updating the Acquisition Plan data on a regular basis as milestones for acquisitions are achieved or re-scheduled.
  • Providing expertise on whether a program office requires contract support. Serving as a subject matter expert for the ASO program office on contract vehicles and potential methods of procurement. Participating in post-award orientation conferences. Attending periodic meetings on the status of various procurement and communicating to all the appropriate stakeholders.
  • Developing Standard Operating Procedures (SOPs) and standard artifacts in collaboration with PMD to support the acquisition process within ASO. These will be primarily for the pre-solicitation process, which will include Independent Government Cost Estimates (IGCE) and Statements of Work (SOW).
  • Working with Contractor Officer Representatives (COR), Project Managers (PM), and Cost Estimators on developing clear and consistent SOW, Market Research (MR), IGCE, and memorandums in the PMD template format. Facilitating proposal reviews and Technical Evaluation Team (TET) evaluations as needed in conjunction with the COR and PM.
  • Developing and monitoring internal controls and procedures for ASO around the acquisition process. The internal controls will ensure that all acquisition related activities are compliant with approved processes and procedures.
  • Providing general procurement policy advice and support. Ensuring ASO is following PMD and ASO procurement policy and guidelines.
  • Assisting COR and PM with MR efforts and format into PMD MR templates. Review pre-award and post-award documents, such as solicitations, market research reports, pre-negotiation, and post-negotiation memoranda. Providing guidance on development of these documents as well.
  • Tracking Period of Performance (POP) dates on upcoming expiring contract, overseeing schedules for contracts and tasks orders. Working with ASO management to develop Acquisition Plans with timelines that ensure that appropriate action is taken before the end of the contract POP.
  • Developing functional and technical requirements for Judiciary enterprise scale hardware and software (e.g., software site licenses) and services in coordination with other Administrative Office directorates, offices, and Judiciary technical advisory working groups. This includes developing requirements studies and cost benefit analyses.
  • Creating and maintaining a repository for procurement artifacts and internal controls and processed.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience:
  • Working with appropriate subject matter experts to ensure acquisition policies and procedures are accurate and updated;
  • Planning and proposing methods for acquiring the type of data and information needed to ensure the organization's management programs/projects are measured and improved; and
  • Working successfully in a collaborative, team environment to address organizational challenges.

  • Desired But Not Required : A COR Level II certification.
