Duties

NED is responsible for the execution of the National Exercise Program (NEP) that tests and evaluates the capability and readiness of Federal, State, local and tribal governments. The NEP also validates the National Preparedness System core capabilities across all mission areas. In this position you will serve as a management and program analyst providing support to 35 employees through new and established SharePoint and Teams lists and workflows. The work of this position is typically performed in a staff capacity that supports the principal mission of the agency. Note: A vacancy announcement for this position is forthcoming

Duties include:
  • Developing and revising SharePoint and Teams workflows, lists and apps to enhance organizational collaboration.
  • Applying quantitative and qualitative methods to assess the effectiveness and efficiency of management or administrative processes and procedures through oral and written communication.
  • Communicating with leadership and stakeholders regarding business processes (e.g. strategic planning, budget, and process development and implementation).
  • Analyzing and interprets organizational policies, regulations and/or guidance, to aid in suggesting recommended changes, or development of new and improved methods.
  • Providing expert analysis and evaluations to management that encompass programmatic milestones, schedules and budgetary resource planning and execution required for effective management operations and decision making.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:
  • Experience developing and presenting data reports to leadership for review.
  • Experience using software programs (e.g. Microsoft Office Suite, SharePoint, Teams, etc.) for tracking projects and reporting outcomes
  • Experience reviewing organizational policies and guidelines and proposes and develops necessary changes
  • Experience providing guidance or analysis on business process development and implementation.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
