Duties

About the Position: This position is Limited Term NTE a Three (3) Year Term. Under 5 CFR 316.301 the agency has the option of extending a term appointment up to the 4-year limit.

The Senior Leader (SL) reports to the Office of the Director and provides general District assistance and support, coordinates/manages Headquarters (HQ) to District taskers and requests for information, ensuring District-equities are represented in the United States Marshals Service (USMS) policy-making process, and promotes relationships within HQ, and with Department of Justice (DOJ) and other federal entities. The incumbent represents the US Marshals (USMs) and their Districts in executive-level matters at HQ. The SL provides guidance, advice, and assistance, among other assignments and duties, as follows:
- Supervises staff critical to support of District operational and administrative programs including support of Advisory Committees, the District Advisory Board, and other working groups supporting agency-wide initiatives;
- Provides liaison and support of the interpretation and compliance of agency policies and regulations on the part of district officials;
- Assists the executive leadership team in developing organizational goals, objectives, and providing guidance and support to Districts in forming and implementing strategies and tactics to achieve goals and objectives;
- Monitors the activities of programs within assigned areas of responsibility and reports on informational and decisional matters meriting his/her personal attention;
- Plans, coordinates, and oversees the execution of special projects and assignments on behalf of the Office of the Director; monitors the progress, coordinates with appropriate designee to ensure projects are completed on schedule and in accordance with goals and objectives;
- Maintains broad responsibilities of defining problems, opportunities, and issues; determining and analyzing relevant facts; determining when and in what way, issues should be brought to the attention of the HQ and making appropriate recommendations;
- Reviews and evaluates the accomplishments of the Districts and devises new methods or measures to support development of solutions to unusual problems and situations.

  • Must Complete a Public Financial Disclosure Report before entering on duty.
  • This is a Designated Random Drug Testing position.
  • Initial appointments to the SL requires a one year probationary period.
  • Must be able to obtain and maintain a Top Secret clearance.


Qualifications

About the Position: This position is Limited Term NTE a Three (3) Year Term.

To qualify for the position of Senior Leader, Chief, Executive Office for US Marshals, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SL positions.

TECHNICAL QUALIFICATIONS (TQs) - You must meet the TQs listed below. Please include information on the scope and complexity of your experience in the following TQ:

Each TQ is limited to two pages.

TQ1 - Demonstrated ability to plan, direct, oversee, and evaluate strategic initiatives involving coordination and liaison with multiple law enforcement agencies and programs.

TQ2 - Demonstrated experience managing, planning, and implementing wide ranging, high-profile law enforcement agency initiatives; providing guidance, assessing the effectiveness of program, such as those designed to improve communication and promote relationships, both internal and external to the agency.

TQ3 - Ability to influence, negotiate, and communicate with high-level officials, such as those in Federal government, State, local, the private sector, academia, public, or members of Congress involving law enforcement matters.
