Duties

This position is in the Office of the Assistant Director (OAD), Directorate for Mathematical and Physical Sciences (MPS). MPS is a complex directorate with five divisions encompassing the fields of astronomical sciences, chemistry, materials research, mathematical sciences, and physics, plus the Office of Multidisciplinary Activities. The Directorate has responsibilities that range from its critical investment in the support of creative individuals and their students to the management of complex facilities and instrumentation that push the frontiers of science and engineering. MPS also oversees the management of a large number of Major Research Equipment and Facilities Construction (MREFC) scale projects, major multi-user facilities, and mid-scale research infrastructure - all though their full life-cycle at NSF.

The Staff Associate for Facilities Planning and Management (SA) supports the Senior Advisor for Facilities (SAF), the MPS Assistant Director (AD), and Deputy Assistant Director (DAD) on all aspects of Major facilities planning, construction, and management of operations, as well as coordination of mid-scale activities. In doing so, he/she will be a resource for general institutional knowledge concerning NSF policy, procedures, practice, and culture. The SA serves as a member of the Senior Advisor for Facilities Team (SAFT), together with the Facilities Science Analyst and other members of the MPS OAD that support the MPS facilities portfolio. The SA also serves as a member of the MPS senior staff, providing advice to the SAF, AD, and DAD on other related issues.

Major Duties

The Staff Associate for Facilities serves as a member of the directorate leadership team and, as such, will demonstrate leadership in the following duties and responsibilities:
  • Works closely with the SAF and all Directorate senior leaders and agency officials to plan, facilitate, evaluate, and oversee broad and complex directorate-wide activities related to MPS scientific facilities.
  • Supports strategic planning for the entire MPS facilities portfolio including midscale activities.
  • Supports the SAF in overseeing, mentoring and coaching MPS senior leadership and staff on complex facilities-related issues and events that occur over the full life cycle of major research facilities.
  • Maintaining awareness and coordination of plans for all major project and NSF-conducted facility reviews, through strong communication with Divisions. Through the SA and SAF, the MPS OAD is consulted on the charge and review committee membership for such reviews.
  • Provides critical analyses and assists in the development of NSB packages and NSB presentations as needed: providing guidance to ensure that the strategic view of projects within the overall NSF science portfolio is presented, that management plans of the projects and NSF are effective and robust, that appropriate responses are planned in case of difficulties developing in the project. In addition, will provide guidance on the response to critiques from DRB and NSB.
  • Contributes the MPS master schedule for all NSB approvals and information items associated with MPS MREFC projects and MREFC-scale facilities, including allowance of time for adequate MPS OAD review, DRB submissions and subsequent revision, presentation dry runs, etc.
  • Working with the managing programs, ensuring that all NSB material for review and approval by the MPS AD is submitted in accordance with all NSF policies and the above master schedule.
  • Working with divisions and projects to assure that required MREFC documentation and plans such as Internal Management Plans and Project Execution Plans are approved by MPS and the LFO.

Qualifications

Candidates must have a Ph.D. in a STEM field, plus after award of the Ph.D., six or more years of successful research, research administration, and/or managerial experience pertinent to the position; OR a Master's degree in a STEM field, plus after award of the degree, eight or more years of successful research, research administration, and/or managerial experience pertinent to the position. You must identify the date that your degree was obtained.

This position is outside the competitive civil service.
