Work that Matters.  The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing affordable housing and revitalizing communities.  This is an opportunity to join this nationally recognized, award-winning organization and apply your skills to this high public purpose and challenging area.  The Department has an immediate opening for a Program Manager IV, Manager, Single Family Collections in our Single-Family Operations area.  Located in the Division o Credit Assurance, the purpose of this group is to administer the mortgage servicing assets for the Maryland Department of Housing and Community Development's $645 million-dollar Single Family Mortgage Loan Portfolio.  This is accomplished by managing the Department's contract  servicing companies' compliance with state and federal mortgage servicing regulations, providing our mortgage customers with a high level of customer service, and prudently managing the mortgage assets.

The Program Manager will supervise the department’s Single-Family Operations team of 14 mortgage servicing professionals and two mortgage sub-servicing contracts.  The Manager administers the Department’s Single-Family Loan Portfolio mitigating risk in the areas of mortgage servicing contractor compliance, customer service, mortgage collections, loss mitigation alternatives, foreclosure sales, tax sales, lien notices, legal suits, bankruptcy suits, servicer compliance audits, reporting/statistics for the mortgage loan portfolios. This position is responsible for the management of personnel actions, developing short & long-range goals, and general administrative functions including oversight of expenditures on operating budgets.  Other duties include acting as a liaison for outside agencies such as HUD counseling agencies, local & federal housing agencies, professional banking associations, and the Department’s outreach events.
