Duties

The Election Technology Specialist works closely with the Election Supporting Technology Evaluation Program Director and serves three distinct roles: 1) Project Manager 2) Assisting in writing White Papers based upon pilot outcomes; and 3) Election Technology Liaison. The incumbent will serve a key role in providing expert guidance on the testing of election supporting technology security and accessibility. The Election Technology Specialist will also work closely with the two Voting System Testing Laboratories (VSTLs).

Responsibilities
  • Assists with managing non-voting system test campaigns including application, test plan execution, system testing, test case and test suite review, and test report review.
  • Providing in-depth technical analysis of testing pilot outcomes.
  • Assisting with the development of policy determinations, process models, and standard operating procedures for the Election Supporting Technology Evaluation Program.
  • Using knowledge of election technology policies, practices, and processes to facilitate communication amongst stakeholders, including security and accessibility experts, election officials, academics, politicians, general public, etc.
  • Adapting to evolving technology in order to improve Election Supporting Technology Evaluation Program process and programs.
  • Develops blogs, white papers, and other informational material and presentations for stakeholders on election technology, accessibility, and cybersecurity.
  • Provides expert guidance and recommends policy changes to maintain agility and modernization with technical changes to applicable standards to ensure robust security, usability, interoperability, and accessibility practices are in place.
  • Performs other duties as assigned.

REQUIRED COMPETENCIES:

TECHNICAL COMPETENCIES
  • Knowledge of project management policies and practices applicable to an array of election technology.
  • Understanding of industry standards for quality assurance and quality management systems, including configuration management. Formal training on quality management systems may be required.
  • Proficiency in interpreting and translating technical documentation and other communications to a multitude of audiences.
  • Understanding of security (cyber and physical) practices, as applicable to election technologies.
  • Understanding of accessibility best practices, as applicable to election technologies.


Education

Bachelor's or higher degree with a technical background is preferred.
