Job Announcement
Works as part of a high performing, centralized information technology team providing technical and operational support for applications in the Health and Human Services (HHS) program area. HHS consists of 6 independent County agencies and a network of community partners that support the well-being of all who live, work, and play in Fairfax County. The successful candidate will have extensive knowledge of information technology operations and general practices, including current development and innovations in technology relevant to municipal government. In addition, the position requires strong business and analytical skills applied to understanding business functionality and translating them into application requirements.
Duties may include:
Applicants should possess a strong customer service orientation with excellent communication skills and significant career success in building collaborative, effective relationships across multiple departments and agencies. Experience should include complex problem solving with the ability to work effectively to troubleshoot problems that may arise across the HHS and County technology environment. This includes experience in platforms, software, tools, application development methodologies, and database design and/or web-based environments to support business operations.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in Information Systems, Computer Technology, Business, Economics, or related field, plus three years programming/analysis experience in a complex information systems environment.
NECESSARY SPECIAL REQUIRMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

Duties may include:
- Collaborates with project and application team members and stakeholders as a software developer to promote innovation, support county services, energize overall technology, develop, and maintain information technology systems, and provide or maintain secure, agile, and sustainable technology infrastructure.
- Participates in all phases of application development lifecycle to include identifying business requirements, analyzing and designing technical solutions, programming front-end and back-end logics, programming reports, testing deliverables, and training the trainer.
- Prepares and maintains systems development and operational documentation to include software design documents, application specifications and software module descriptions.
- Partners and collaborates with other divisions with the Department to include Network, Platform, Security, E-Gov, GIS and other program area application groups.
- Performs complex programming tasks utilizing the .NET platform, VB.NET and C# languages, .NET Webform and MVC frameworks, SQL Server Reporting Services report, SQL Server database and future innovative platforms.
- Maintains existing and develop system enhancements for .NET web applications.
- Develops SSRS reports.
- Performs troubleshooting and supports production systems to provide customer support.
- Builds and maintain medium to complex solutions using Power Apps.
- Builds and maintain Data Warehouse and Power BI reports.
- Participates in the design and implementation of Data Warehouse projects (SSAS, SSIS, Power BI, and Azure Synapse).
- Performs other duties as required.

- Experience with cloud computing solutions (such as Azure DevOps, including containerization and migrating applications to the cloud).
- Ability to work on multiple projects and applications in a team environment
- Experience in designing, programming, testing and maintaining .NET web application with SQL-Server
- Experience in using Microsoft Visual Studio, ASP.NET, .NET Webform, .NET MVC, .NET Core, VB.NET, C#, HTML, JavaScript, LINQ, XML and Transact-SQL
- Experience with Microsoft SQL Server and SQL Server Reporting Services
