MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus, four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.
PREFERRED QUALIFICATIONS:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, driving record check, and sanction screening to the satisfaction of the employer. All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. - Supports fiscal operations including complex payroll reconciliation for a large agency general fund budget as well a broad range of federal, state, and private foundation funds.
- Provides supervision to Financial Specialist I who assists with general fund and grant fund payroll reconciliation.
- Develops processes and recommends solutions to mitigate errors.
- Will require knowledge of multiple pay systems to include FLSA pay cycles, callback, overtime, holiday, and level pay.
- Manages the four-member payroll team to ensure accurate bi-weekly payroll processing of a large public safety agency.
- Prepares and manages the reconciliation and billing processes for multiple online accounting systems of grantor agencies.
- Assists the grants coordinator with the year-end revenue accrual processes for grant funds to ensure accruals meet grant and county financial requirements.
- Teams with grants coordinator and accounting staff to prepare internal and external audit documents.
- Develops and maintains specialized accounting records for emergency activations and federal declarations in order to document salary, equipment, supplies, travel and contractual services for financial recovery packages.
- Possess the ability to coordinate multiple stakeholders to effectively maximize reimbursements.
- Able to work in a fast paced, dynamic team environment.
- Demonstrates knowledge of and/or ability to interpret unique policies related to a highly complex uniform pay system.

- Participates in the formulation and documentation of agency fiscal policies and procedures;
- Oversees the maintenance of numerous fund/sub fund accounts;
- Reviews long range revenue and expenditures estimates to ensure availability of funds;
- Prepares or oversees the preparation of large agency budget;
- Research budget, finance, and procurement requirements, analyzes impact on current operations and recommends means of implementation.
