Job Announcement
Manages and directs professional accounting and finance staff for the purpose of providing oversight of agency financial activities and managing the department’s outreach program. Conducts agency site visits and reviews their adherence to financial policies and procedures. Oversees the department’s financial policies and procedures. Ensures the review and timely update of all policies and procedures. Conducts outreach to departments in the form of communications and training to ensure end user awareness. Coordinates the year-end closing procedures for the county. Oversees the Virginia General Assembly legislative activity as it relates to the department. Manages the department’s Virginia Freedom of Information Act (VFOIA) queries and responses. Acts as the department’s source for performance measurement best practices. Provides senior management with ongoing and systematic reporting of performance data.
Note: Salary offer will not exceed the mid-point of the salary range $110,911.22.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a Bachelor's degree in Accounting, Business, Finance, or a closely related field; PLUS Five years of increasingly responsible professional accounting experience and/or accounting/financial operational experience. Two of the five years must include supervisory experience. CPA certification or a Master's degree in an appropriate field may be substituted for one year of the required experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check prior to employment and every four years to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

Illustrative Duties
All Functional Areas:
- Provides technical guidance to departments, and assists in development and review of financial and accounting policies in accordance with GAAP, while complying with applicable statutory requirements and regulatory guidelines;
- Researches, interprets, and analyzes new accounting pronouncements and standards, and their impact to the county;
- Oversees countywide implementation of new governmental accounting and reporting standards;
- Plans, directs, and supervises activities of a professional and/or paraprofessional accounting staff;
- Provides development programs and training to staff;
- Participates in ad hoc activities relating to specific governmental accounting issues.
- Oversees activities associated with the department's outreach program;
- Monitor and evaluate internal control processes associated with the decentralized financial operations of the county and develop coordinated approaches to maintain department compliance with generally accepted accounting principles and practices and adherence to county policies;
- Plans and coordinates the documenting of all financial policies and procedures;
- Develops training programs to increase policy and procedural compliance; coordinates with client agencies to ensure department policies and procedures are consistent, practical and effective;
- Conducts formal business requirement surveys, acquires and evaluates performance data, develops actions plans for improving financial support services;
- Coordinates department's responses for general information requests such as freedom of information act (FOIA) and annual legislative requirements.
Required Knowledge Skills and Abilities
- Extensive knowledge of current governmental and accounting principles, methods, and practices;
- Extensive knowledge of regulatory requirements including laws, rules, administrative policies, principles, methods, and practices pertaining to accounting and financial reporting;
- Ability to plan, direct, and supervise professional and/or paraprofessional accounting staff involved in analysis and review of highly complex, diversified accounting tasks;
- Ability to analyze, interpret, and implement accounting standards countywide;
- Ability compile and evaluate data, draw sound conclusions, and recommend course of action;
- Ability to conduct financial studies and prepare complex financial reports;
- Ability to communicate effectively, both orally and in writing;
- Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, customers, and the general public.
