The Executive Director is directly accountable and responsible for overall success of the entire District 19 Community Services Board (D19CSB) operation to include budgeting, strategic planning, program evaluation, contracting, financial management, human resources, employee benefits, risk management, management information systems, training, EEO management, licensure, accreditation and all clinical services.  The Executive Director is employed under an annually renewable contract with a 16-member Board of Directors and is evaluated annually by the Board.  The Executive Director will be responsible for all aspects of managing 185 staff throughout Petersburg, Emporia, Hopewell, Prince George, Dinwiddie, Surry, and Sussex County, with an annual budget of $20.9 million plus.

 

Located in the South-Central Virginia, District 19 Community Services Board is located in an area rich with history and full of vibrant culture. The area is close to several colleges and universities and is convenient to many local and state parks and trails as well as metropolitan areas. District 19 CSB covers over 1900 sq. miles of service area, including urban, suburban and rural areas. District 19 CSB serves Colonial Heights, Dinwiddie, Emporia, Greensville, Hopewell, Petersburg, Prince George, Surry and Sussex. Our main location, where our Executive Director position is located, is in Old Town Petersburg. Old Towne Petersburg is a charismatic place that has drawn many to live in historic Petersburg and even more to visit to dine, shop, enjoy cultural events, observe its historic architecture, and visit its many historic sites. Old Towne is an inviting culinary and shopping destination, with almost all of its restaurants and shops in historic structures and ran by small business owners.   

 

An applicant must have an undergraduate degree in social work, psychology, rehabilitation counseling, or another human-service related field or in business, public, hospital, or healthcare administration or another management-related field.  Comparable related experience may substitute for education and considerable experience in leading public or private organization with functions and responsibilities that are similar or comparable to D19CSB is required.  Considerable knowledge of the principals and practices of human services and health services administration, business administration, or government program administration, human resources management information technology, and financial management, including budgeting, resources allocation, monitory and auditing is required.  Some knowledge of mental health, developmental, and substance use disorder programs and services delivery is required.

 

The preferred candidate will have a graduate degree in one of the fields listed above and extensive experience in leading public or private organization with functions and responsibilities that are similar or comparable to D19CSB and reporting directly to a governing board.  Considerable knowledge of mental health, developmental, and substance use disorder services and the ability to provide clinical or programmatic oversight of these services is also preferred.
