Job Description
This is senior-level professional work planning, scheduling, managing, monitoring and executing programs and projects within the Sergeant at Arms (SAA). Work includes setting schedules, developing statements of work, participating in the source selection process, overseeing contract vendors, and coordinating with various SAA departments to accomplish project and program goals and objectives. The incumbent is responsible for recommending and implementing process improvements which support functions of the U.S. Senate, and maintain a broad and deep understanding of available and upcoming technologies and industry and government best practices. Work is performed with extensive latitude under the direction of the Assistant Sergeant at Arms and is responsible for establishing and maintaining a work environment focused on excellence that fosters learning, respect, communication, collaboration, integration, and teamwork.

Examples of Work
Develops and/or oversees major project and program plans within SAA; prepares briefings and reports. Communicates project and program plans, goals, schedule, technical direction, and impacts to stakeholders; conducts project management meetings; garners and maintains support for the project or program; provides regular updates to stakeholders and ASAA. Manages and maintains major project and program plans. Reviews and evaluates proposals for completeness and adherence to Senate policies, procedures, rules and regulations; participates in the source selection process. Prepares large budget estimates; monitors and tracks actual expenditures against the project or program budget. Acts as liaison with Senate Offices, Committee staff, and offices as necessary to ensure support for plans, projects, policies, procedures, and other areas necessary to achieve the Senate and SAA goals. Monitors progress, milestones, and deliverables; provides performance feedback and recommendations. Serves as a Contracting Officer’s Representative (COR). Develops contingency plans to mitigate risks, as needed.

Minimum Qualifications

Work requires a Bachelor's Degree in business administration, public administration, or a related field, and five to eight years of experience in program management/ project supervision; or any equivalent combination of education and experience that provides the following knowledge, skills, and abilities:

  • Knowledge of principles, methods and practices of project management, including project budgeting, scheduling, staffing, risk management and requirements analysis.
  • Knowledge of business analysis principles, techniques and tools.
  • Knowledge of modern research methods and practices.
  • Ability to analyze difficult and complex issues and to make recommendations for action.
  • Ability to conduct research and prepare clear and concise analyses and reports.
  • Ability to develop and implement both short- and long-range project plans.
  • Ability to work effectively with all levels of management and staff.
  • Ability to lead or assist project teams and to bring projects to completion on time and within budget.
  • Ability to conduct research and accurately prepare and process a variety of executive reports, records and documents.
  • Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.
  • Ability to communicate, multi-task and collaborate effectively. Attention to detail is required.

Physical Demands and Working Environment

Work is primarily performed in an office environment and is essentially sedentary with occasional walking, and safely carrying items under 25 pounds; may require long periods of standing. This position requires in person presence at meetings, briefings, but also allows for some scheduled remote work.

Licenses, Certification and Other Requirements
This position requires that the applicant obtain and maintain an applicable U.S. Government security clearance. Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance. Ability to obtain a PMP certification is required. Conditions of Employment
To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
4. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
