Fairfax County's Wastewater Collection Division (WCD) is recruiting for a Branch Chief to lead and manage its gravity sewers operation. The Gravity Sewers Branch operates and maintains the county’s vast gravity sewer networks by performing proactive and reactive maintenance such as sewer cleaning, construction, and inspection of the system with the goal of mitigating sanitary sewer overflows, basement backups and sewer odors.

The Branch Chief leads a large and diverse branch of skilled laborers, operators, technicians, project managers and multiple layers of leadership in performing planned and reactive sewer cleaning maintenance activities, pipeline construction, various types of inspections, 24/7 call center, and responding to sewer emergencies. The Branch Chief will monitor the overall health and cost of the operation, plan for resource needs, operational budgeting, contracting and forecast and plan for upcoming industry trends and challenges.

Fairfax County's Wastewater Collection Division (WCD) is a division within the Department of Public Works and Environmental Services. WCD is a full life cycle asset management organization: operating, maintaining, and managing the health of the County’s wastewater collection system. WCD’s asset inventory includes nearly 3,400 miles of pipe, 100,000 associated structures and facilities, 60 metering sites, and nearly 80 pumping stations.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus six years of experience in an environmental, engineering or construction management program, which includes one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Proven and strong leadership skills.
  2. Experience in leading water and environmental programs and 24/7 operations.
  3. Experience evaluating and interpreting federal, state, and local environmental regulations.
  4. Experience in planning, budgeting, construction, project management, and construction contract administration of wastewater collection or related utility projects.
  5. Experience in partnering with and leading outreach to the public.

PHYSICAL REQUIREMENTS:
This position is in an office environment. May be required to occasionally observe field operations crossing rough terrain when necessary. All duties performed with or without reasonable accommodations.
