Job Announcement

The Fairfax County Park Authority Planning and Development Division is seeking a talented professional with project management experience in design development and/or construction management for a variety of capital improvement projects in the development of park facilities. Working at the Park Authority provides a unique opportunity for you to be involved with the community to shape the future of Fairfax County parks. Responsibilities include independently managing projects that involve multiple agencies, community stakeholders, and project-based matrix organization teams. Duties include:
  1. Directs/manages all phases of multiple capital development projects and major maintenance projects including scoping, design, and construction.
  2. Ensures projects are completed within the approved scope, budget and schedule.
  3. Overall construction management of capital projects from concept through project close-out including construction project management, design review for constructability, preparation of bidding and contract documents, conducting construction progress meetings, managing construction submittals and contractor questions, processing change orders, contractor payment requests, project completion, warranty inspection, coordination, and collaboration with customers. Also manages, performs, and coordinates value engineering and constructability review. Ensures schedule and budget requirements are met.
  4. Maintains project documentation and prepares project board item and status update reports for the Park Authority Board and management and advise of technical issues affecting project completion.

Illustrative Duties

  • Depending on the functional area of assignment:
  • Interacts with external engineering, environmental and construction contractors, ensuring the best use of county resources and timely completion of projects;
  • Solves complex project design or construction challenges such as unsuitability of conventional materials or methods, minimizing disruption of operations during phased construction, minimizing disruption to the public;
  • Prepares project cost estimates and schedules for various project types;
  • Mentors and leads less experienced staff in day-to-day business or for special projects;
  • Reviews plans submitted by Architectural and Engineering (A&E) firms for county projects to determine if they meet design requirements, and for cost and compatibility with county standards, guidelines and operational needs and verifies invoices for payment;
  • Provides project quality control for consultant designs and construction documents;
  • Reviews operations for regulatory/permit compliance;
  • Reviews and approves (or rejects with explanation) shop drawings and third-party quality control inspection reports submitted pursuant to "Special Inspections Requirements” under the Virginia Uniform Statewide Building Code and the Fairfax County Special Inspections Program;
  • Coordinates and resolves utility conflicts;
  • Manages multi-discipline projects of ranging complexity, type, and scope;
  • Maintains project files and documentation;
  • Conducts final inspections of projects installed by contractors, developers, or individuals;
  • Leads in design project feasibility studies and develops design criteria for engineering consultants;
  • Leads design and construction meetings, manages design and construction contracts;
  • Develops project scopes, budgets, and schedules;
  • May serve as a Team Leader;
  • Conducts preliminary meetings with design professionals to discuss code issues related to their projects;
  • Prepares and presents reports to boards and commissions;
  • May administer the section in the absence of the supervisor;
  • Attends meetings and conferences;
  • Prepares reports, studies, design analysis and evaluations, contracts, and bid documents.


Required Knowledge Skills and Abilities

  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
  • Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;
  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of real property descriptions;
  • Knowledge of environmental testing methods;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Ability to plan and coordinate the work of team(s) and/or subordinates;
  • Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with county standards, guides and operational needs;
  • Ability to prepare reports, specifications, and contract documents;
  • Ability to meet and interact with the public;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to perform accurate computations and prepare neat and accurate field notes;
  • Ability to collect and compile research data;
  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement .
PREFERRED QUALIFICATIONS:
  1. At least 3 years of experience procuring, administering, and managing engineering design and/or construction contracts for site or building construction.
  2. Experience with project financial and budgetary planning, tracking, and reporting at the project level.
  3. At least 3 years of experience managing multiple capital projects in design and/or construction on park or park related facilities, transportation, stormwater, or utility projects; Experience includes planning, budget and schedule development, site assessment, quality control, constructability reviews, construction bid document preparation, and construction administration.
  4. Project management experience with the approval and permitting for site or building construction projects.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, child protective services registry and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Ability to visit park sites. Walk through woods and rough terrain. All duties may be performed with or without reasonable accommodations.
