Job Announcement

Under supervision of the Stormwater Pollution Inspections Section Chief, conducts inspections and investigations for the county's Stormwater Management program in compliance with pertinent federal, state, and county stormwater regulations and procedures.
  • Inspects outdoor business operations and activities at industrial and commercial facilities, with special focus on the evaluation of best management practices (BMPs) related to the prevention of stormwater pollution.
  • Investigates incidents of illicit discharges and improper disposal to the county storm drainage system and/or state waters in Fairfax County. Conducts required water quality sampling and analysis. Collects information during field visits and site investigations. Interprets site plans, building plans, topographic maps, and construction drawings as needed to support investigations.
  • Performs highly technical data collection, management, and analysis.
  • Enforces Fairfax County’s Stormwater Management Ordinance as it relates to prohibiting illicit discharges and improper disposal.
  • Applies effective communication and negotiation skills when working with property owners and other responsible parties to expeditiously resolve deficiencies and code violations.
  • Routinely communicates with members of the public, business entities, institutions, and governmental entities to respond to complaints and deliver educational messages.
  • Adheres to established safety procedures and actively promotes a culture of safety within the team environment.
  • Participates in emergency responses, and performs other duties as assigned.

Note: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
Knowledge of stormwater drainage infrastructure and stormwater management facilities. Knowledge of the pertinent federal, state, and county stormwater discharge regulations, including applicable Municipal Separate Stormwater Sewer System (MS4) permit requirements. Working knowledge of inspection methods applied in industrial and environmental assessments. Experience with water quality sampling and analysis (for various physical, chemical, biological parameters) and interpretation of results. Knowledge of safety procedures for handling and testing substances. Experience using databases, statistical analysis programs, and geographic information system (GIS) software for data management, analysis, and reporting. Ability to effectively communicate technical information both verbally and in writing, to include preparing clear and concise technical reports and delivering public presentations.

PHYSICAL REQUIREMENTS:
Able to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands. Able to lift 40 pounds. Able to lift/remove/replace manhole covers with appropriate tools, such as handheld puller/hook. Able to operate a motor vehicle. Able to operate computers and mobile devices, such as phones and tablets. Able to operate water quality field instruments and test kits. Able to operate office peripheral equipment, such as printers, plotters, and scanners. Physically and mentally able to use all applicable personal protective equipment in indoor and outdoor environments including hardhat, eye protection, hearing protection, safety footwear, safety vest, gloves, waders, etc. All duties performed with or without reasonable accommodations.
