Job Description
This is a professional level position in the Project Management Office of the Chief Information Office. Work includes writing policies and process documentation for introducing new products into the Sergeant at Arms (SAA) Information Technology portfolio. Work also includes content writing with a wide variety of groups within the Senate community to gather information from subject-matter experts and develop, organize, and write procedure manuals, technical specifications, statements of work, and process documentation. Work is performed with significant latitude under the supervision of Senior Information Technology Program Manager.

Examples of Work
Analyzes difficult and complex policy issues and makes recommendations for action as it pertains to information technology. Develops comprehensive documentation that meets organizational standards. Defines and documents requirements, workflows, and process diagrams for new and existing IT systems and business processes. Develops Statements of Work in alignment with CIO needs and SAA Procurement procedures. Creates technical writing for procurement purposes; writes and maintains knowledge articles. Researches, outlines, writes, and edits new and existing content, working closely with various departments to understand project requirements. Gathers information from subject matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation. Gathers and analyzes technical and product information from various sources to document new or changing product functionality.

Minimum Qualifications

Work requires a Bachelor’s Degree in English, Technical Writing, Communications, Business Administration, or a related field, and two to five years of successful technical writing experience; or any equivalent combination of education and experience that provides the following knowledge, skills, and abilities:

  • Ability to evaluate and analyze complex information and a desire to help people understand it.
  • Knowledge of principles, methods and practices of technical writing.
  • Knowledge of business analysis principles, techniques and tools.
  • Knowledge of modern research methods and practices.
  • Ability to analyze difficult and complex issues and to make recommendations for action.
  • Ability to conduct research and prepare clear and concise analyses and reports.
  • Ability to develop and implement both short- and long-range project plans.
  • Ability to work effectively with all levels of management and staff.
  • Ability to assist project teams and to bring projects to completion on time and within budget.
  • Ability to conduct research and accurately prepare and process a variety of executive reports, records and documents.
  • Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.
  • Ability to communicate, multi-task and collaborate effectively.
  • Attention to detail is required.

Physical Demands and Working Environment

Work is primarily performed in an office environment with some flexibility to work remotely and is essentially sedentary with occasional walking, and safely carrying items under 25 pounds; may require long periods of standing.

Conditions of Employment
To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
4. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
