Human Resources Officer for University LibrariesThe George Mason University Libraries seek to fill the position of Human Resources Officer. George Mason University has a strong institutional commitment to the achievement of excellence and diversity among its faculty and staff, and strongly encourages candidates to apply who will enrich Mason's academic and culturally inclusive environment.About the Position:The successful candidate will lead the strategic planning and implementation of the University Libraries' human resources, employee relations, benefits, and equity initiatives and processes. The Human Resources Officer will be accountable for and provide overall leadership, supervision, management, and coordination of these functions, as well as provide oversight of the development and implementation of policies and procedures to achieve desired outcomes. The HR Officer also supports the Dean of Libraries & University Librarian and the Professional Review Committee of Librarian's Council in reappointment and/or promotion in rank cases during annual cycles and serves as a resource for library supervisors and managers by assisting in resolving complex, sensitive/confidential personnel issues. The Human Resources Officer will serve as the Chief HR Liaison for the University Libraries and be responsible for coordinating with university-level offices, such as Office of the Provost, Office of Human Resources & Payroll, and the Office of Diversity, Equity, and Inclusion.Responsibilities:Provide overall coordination of, and actively engages in and contributes to, the human resources support of the University Libraries;Contribute to a healthy and rewarding work environment for all employees of University Libraries through open and clear communications channels, an inclusive organizational culture, and fostering a learning organization which encourages and supports talent development through professional growth and training programs;Facilitate the Libraries' access, diversity, equity, and inclusion efforts, working with the DEI Council and library managers and administrators, and aiming towards sustained action and transformation;Promote and coordinate organizational development initiatives for departments/divisions of the Libraries as a whole;Design, implement, and evaluate recruitment, onboarding, and retention for all categories of library employees;Provide guidance and support to library supervisors, managers, and administrators relating to employee work assignments and classifications, development of position descriptions, and performance criteria and evaluation;Monitor equity considerations in Position Descriptions, Employee Work Profiles, and employee compensation, and advises on issues for amelioration;Plan and coordinate search committees for library faculty and classified staff, and guides processes for hiring processes of other personnel;Under the direction of the Dean of Libraries & University Librarian, and in coordination with Chair (or Co-Chairs) of the Professional Review Committee of Librarians' Council, facilitate and support the annual processes of reappointment and/or promotion in rank for librarians consistent with the university-binding Librarians' Handbook (Appendix A, Administrative/Professional Faculty Handbook).Support university- and Libraries-level employee recognition programs and coordinates their implementation;Lead, guide and supervise other staff assigned to HR/Payroll activities;Collaborate with central administration offices to further the Library's mission, projects, and priorities, to include but not limited to: Human Resources & Payroll; The Office of the Provost; and Compliance, Diversity, and Ethics;Participate on committees, task forces, projects, etc. within the University Libraries and/or university; andPerform other duties as requested which fall within the scope of a member of the University Libraries' A/P faculty.Required Qualifications:Applicants should bring the following knowledge, skills, and abilities to this position:Master's degree in a management-related field or equivalent combination of education and experience;Demonstrated professional-level experience (typically 3+ years) in the Human Resources field (e.g., talent acquisition and management, employee relations, organizational development and learning, etc.);Experience designing, implementing, maintaining, and assessing HR-related support services, both general and specialized/tailored to classes of employees;Demonstrated project management and coordination abilities and skills, and supervisory experience and skills;Demonstrated skills in utilizing technologies for HR and Payroll functions and for general administrative office program applications;Ability to build collaborative and mutually beneficial working relationships with people of varying backgrounds;Ability to thrive in a team-based environment and work collaboratively; andExcellent communication skills, both oral and written.Preferred Qualifications:The following education and/or skill sets are strongly preferred:ALA-accredited Master's Degree in Library or Information Science (or equivalent certified foreign degree);Experience in academic libraries or organizations with higher education or cultural-heritage missions; andExperience in organizations with differentiated, multiple categories of employees.
