Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-13:
One full year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience MUST include ALL of following:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no education substitution at the GS-13 grade level.

Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. 2. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. Do not submit a performance plan that does not include this information.

As a Paralegal Specialist, you will perform the following duties:
- Oversee the Office of General Counsel Litigation database by managing data entered, responding to queries regarding litigation affecting NOAA from the White House, the Secretary of Commerce, Members of the Legislative Branch, as well as internal NOAA search requests.
- Develop the legal strategy, under an attorney's supervision.
- Conduct research, present, and defend the legal position recommended.
- Develop drafts of letters, memoranda, and legal documents on complex factual and legal questions.
- Conduct the complete review and resolution for subpoenas.
- Apply knowledge of statues and regulations to authorizing agency actions.
- Assist attorneys with voluminous, detailed FOIA requests.

- Researching court files in various electronic legal databases
