Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a/an COMMUNITY PLANNING AND DEVELOPMENT SPECIALIST, you will:
  • Act as a liaison or handle the communication with persons and or groups within and outside of an organization or office. Acts as primary liaison with critical persons and groups both inside and outside of the organization.
  • Research and/or analyze problems, issues, or program requirements. Provides expert analysis and advice on complex program issues.
  • Provide recommendations to CPD senior level staff to eliminate audit findings, improve program performance, and develop innovative policy or procedural changes to enhance program performance or operations.
  • Plan and/or accomplish special projects. Manages special projects for major office or program issues of broad impact. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs.

The official duty station for this position will be in Washington, District of Columbia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

A. This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permanent appointment.

B. The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the service. Specialized experience for this position includes:
-Administering a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
- Developing program or organizational policies and procedures; AND
- Interpreting, implementing, and providing technical guidance on special projects, policies, and regulations related to agency programs.


For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the service. Specialized experience for this position includes:
-Recommending program or organizational policies and procedures for a community or economic development program at the federal, state, or local government or at a lending institution or a non-profit organization; AND
-Monitoring a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
-Providing technical guidance on special projects, policies, and regulations related to agency programs.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the service. Specialized experience for this position includes:
-Supporting a community development or economic development program at the federal, state, or local government or at a lending institution or non-profit organization; AND
-Reviewing, and giving feedback on program or organizational policies and procedures; AND
-Assisting with monitoring community or economic development activities.
OR
Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M.; if related.

OR Combination: You may qualify by a combination of successfully completed graduate level education and specialized experience; the total percentages must equal at least 100 percent to qualify. Only graduate level education in excess of the first 2 years (36 semester hours or 54 quarter hours) may be combined to be considered for qualifying education.

Experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .
