Duties

  • Responsible for development, implementation, and execution of the BLM HR policy and programs.
  • Provides policy advice and guidance in HR functional areas, including recruitment and staffing, classification, compensation, employee and labor relations, and work life programs.
  • Serves as senior technical advisor to senior management officials, managers, supervisors, and employees on workforce recruitment issues.
  • Provides guidance and direction on effective outreach methods and strategies for recruitment; identifies sources of job applicants and candidates.
  • Advises management on the selection of the most appropriate and effective staffing methods to identify job candidates.
  • Analyzes statistical data for which to conduct studies and projects, including both long- and short-term work planning initiatives, to solve broad, difficult, and complex workforce issues.
  • Establishes and enhances partnerships with organizations and institutions that provide the potential to increase the BLM?s ability to reach a variety of applicants for employment and internships.
  • Effectively utilizes resources to create a diverse and talented pipeline of candidates to fill mission-critical occupations.
  • Plans work to be accomplished by subordinates, makes assignments, evaluates work performance, develops performance standards. Establishes staff projects, priorities, deadlines, and goals.
  • Practices position management, staffing, and recruitment and retention, and selection.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Developing and evaluating national policies for programs such as staffing, classification, position management, employee and labor relations, and work life programs; serve as an advisor to senior management officials on broad, complex, and sensitive issues associated with HR policy and programs; supervising and managing the daily operations of HR teams in more than one functional program area.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
