Duties

As a Cybersecurity Specialist, you will be responsible for supporting agency activities related to regulations, licensing, and oversight of cybersecurity at NRC-licensed facilities (e.g., nuclear power plants).

Such duties include but are not limited to:
  • Utilizing knowledge of industrial control systems and other operational technology to determine potential adverse impacts of cyberattacks against licensee digital systems associated with safety, security, and emergency preparedness functions.
  • Providing technical support for the development and review of cybersecurity requirements and associated regulatory guidance, as well as providing technical assistance and advice to NRC program offices and regional offices on cybersecurity issues.
  • Reviewing cybersecurity plans to verify that licensee cybersecurity programs are adequate to meet regulatory requirements.
  • Developing technical bases for agency positions related to cybersecurity, including recommending research work that the NRC should sponsor to enhance its regulation of cybersecurity.

    To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the NRC will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent that an NRC job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply.

    You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

    Qualifications

    In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

    The ideal candidate will be able to demonstrate the following:

    Demonstrated knowledge of the principles, theory, and practices in the field of cybersecurity as they pertain to the protection of industrial control systems and other operational technology.

    Demonstrated ability to develop and implement successful programs and problem-solving approaches related to cybersecurity.

    Ability to develop, review, interpret, and apply regulations, regulatory guidance, industry standards, or widely-accepted practices applicable to cybersecurity in the nuclear sector or for other industrial control systems and operational technology.

    Ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, to a variety of audiences (e.g., colleagues, leadership, representatives of Federal, State, or local government officials, industry representatives, professional groups, members of the public).

    SPECIALIZED EXPERIENCE is defined as: ddemonstrated application of industry practices and standards for cybersecurity for industrial control systems and other operational technology.     Additional information

    The duty location of this position is Rockville, Maryland. In general, employees are expected to be in the office at a minimum of 4 days per pay period**. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
