Duties

As as IT Specialist (Data Management), you will:
  • Serve as a subject matter expert and advisor to Assistant Director of Records Management in data management issues, such as the application of data management principles, procedures, and tools for the improvement of, data interface, storage, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
  • Evaluate requirements and the compliance of information systems to Department and Division standards for Enterprise Data Architecture and compliance with Department and regulatory requirements.
  • Ensure the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of data management services.
  • Participate in the development and implementation of data mining and data warehousing programs.
  • Maintain state-of-the-art awareness of data management policies, practices, procedures, and techniques to improve effectiveness and efficiency in managing Criminal Division data.
  • Participate in internal and external process or system reviews, studies, projects, and data validation efforts, which provide a mean for evaluating system performance and vulnerabilities.
  • Provide systematic evaluation and tracking of data across disparate IT systems, including the handling data for the purpose of records management.
  • Participate in the Division wide transition to electronic record keeping, including gathering information and data, conducting analyses, establishing, and implementing controls, conducting training, and implementing strategies to ensure compliance and accountability
  • Develop or apply techniques for automating information description, classification, and extraction (e.g., auto-classification and auto-categorization).
  • Collaborate with Sections and Records and Information Management Specialists to ensure file plans in are in alignment with CRM auto-classification policies and taxonomies.
  • Analyze search requests for data and develop or apply techniques into logical search tasks to meet the requirements of the requestor.
  • As directed by DOJ policies and Criminal Division Records Manager, place preservation holds on electronic records pending litigation.

Qualifications

To qualify for the GS-13 level, applicants must have one year of specialized experience at, or equivalent to, the GS-12 grade level. Examples of specialized experience must include duties such as: generating complex queries and reports from multiple databases/sources; developing data dictionaries, data models, metadata repositories, and other tools to facilitate data retrieval; and adapting new and improved approaches to the design, development, and implementation of data mining and data warehousing.

In addition to specialized experience, applicants must also demonstrate proficiency in the following four competencies:
  • Attention to Detail: Prepares content and metrics in support of weekly, monthly, and annual reporting requirements to senior leadership and management.
  • Customer Service: Provides technical assistance and guidance to staff, users, customers, and others in resolving day-to-day program issues.
  • Oral Communication: Consults with customers on the planning, design, and implementation of data management methods to meet the business requirements of customer organizations.
  • Problem Solving: Solves complex and far-reaching data management issues and problems for a wide range of systems, applications, and customers.
