Duties

This position is located in the Office of the Chief Administrative Officer (OCAO), in the United States Capitol Police (USCP), and reports to the Chief of Police. The primary mission of the USCP is to protect life and property; prevent, detect, and investigate criminal acts; and enforce traffic regulations throughout a large complex of congressional buildings, parks, and thoroughfares. The OCAO provides the full range of administrative services in support of the mission of the USCP. Subordinate offices and bureaus include such functional areas as the Office of Financial Management, Office of Facilities and Logistics, Office of Human Resources, Office of lnformation Systems, Office of Policy and Management Systems, Office of Acquisition Management, and the Office of Background Investigations and Credentialing. This office is responsible for the full delivery of administrative and support services such as budget development, planning, and execution; procurement of supplies and services; recruiting and employment suitability; badging and credentialing; personnel services, benefits, payroll, and employee relations; property management and fleet services; facilities management, parking, and transit benefits; occupational safety and health; information technology services; policy development and implementation; internal controls; and employee wellness and resiliency.

Selectee for this position must pass a background investigation and be able to obtain and maintain a Top Secret/SCI clearance.

Appointment to this position is contingent upon funding availability.

Selectee for this position is subject to the submission of a yearly Financial Disclosure Statement.

The CAO is a statutory position within the USCP under 2 USC 1903.

The purpose of this position is to provide effective leadership and manage administrative operations within the USCP and provide the Chief of Police, the Capital Police Board, and Appropriations and Authorizing Committees with senior-level management advisory services in the form of quantitative and qualitative studies, program evaluation, and special projects of a broad nature. This position has congressionally mandated and statutory responsibilities.

Establishes and maintains effective working relationships with various high-level individuals, including the Chief of Police, Assistant Chiefs of Police, Capitol Police Board, Members of Congress, congressional committee staff, and other legislative and executive branch stakeholders.
Establishes and maintains effective professional relationships within the Department necessary to successfully execute the Department's mission, strategic goals, and objectives.

Serves as a senior authority on administrative programs and policies and a senior advisor on administrative program performance and outcomes.
Directs, coordinates, and oversees working groups throughout the OCAO, ad-hoc committees, and task forces on behalf of the USCP, which deal with Department-wide scope and impact matters.

Serves as the consultant and advisor for the Department at internal and external meetings dealing with issues and information with an administrative scope and departmental impact.

As the Department advisor promotes a better understanding, acceptance, and integration of administrative programs and services in support of the operational mission.

Serves as the senior executive representative of the Department to congressional entities, as well as other federal and local government officials, in all administrative mission support matters.
Implements and enforces administrative principles, guidelines, and objectives, and communicates the OCAO views, or implications of pending problems and programs. Evaluates OCAO departmental leaders through analysis, assessment, and evaluation to determine the productivity, impact, and program implementation.

Executes the Department's budget and monitors through periodic examinations the execution of the budget in relation to actual obligations and expenditures.

Develops and maintains an integrated accounting and financial system, including financial reporting and internal controls, which complies with applicable accounting principles, standards, and requirements, and internal control standards.

Provides authoritative recommendations that shape the organization, direction, and control of resources required to achieve defined USCP objectives, and assures that programs are fully coordinated, integrated, and effectively implemented. Possesses delegated responsibility to successfully lead and manage projects and initiatives through strategic planning, development, implementation, and oversight phases of complex, highly visible transformational initiatives that result in superior proactive approaches and solutions to accomplishing the Department's mission, objectives, goal setting, and prioritization.

The incumbent oversees the preparation of the Department's responses to congressional mandates and directives as well as replies to the Inspector General and other stakeholders as needed. Enforces the overall management of the day-to-day financial management operations and long­-range strategic planning of programs to ensure the USCP's readiness for normal and emergency operations.
Actively participates in boards and committees as the representative of the USCP in dealing with matters that extend well beyond the assigned program responsibility. Serves as the principal representative and consultant for the agency at interagency meetings dealing with issues and information in the area of expertise and program responsibility. Oversees the administration of broad, emerging, and/or critical agency programs related to human resource management. Enforces long-range strategic planning of HR-related programs to ensure the USCP's readiness for the direction and management of large-scale Department programs and operations to efficiently achieve specified human capital goals and objectives. Approves and direct the strategic goals and objectives for human capital programs. Reviews, assesses, and revises HR programs, based on departmental needs and the direction and guidance of the Chief of Police and/or Capitol Police Board. Oversees the development, plans, and implementation of policies and guidelines affecting broad, emerging, and/or critical agency programs involving facilities and logistics. Translates new legislation into program goals, actions, and policies, interpreting the impact of new legislative requirements on the USCP directives and accreditation standards in the Office Policy and Management Systems. Reviews new policies and program objectives that have a broad or long-­range impact on significant directives and accreditations programs at the USCP. Provides management and consulting services to the Chief of Police on internal business process improvements to improve the effectiveness of directives and accreditation operations and functions.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Qualifying education experience includes Bachelor's Degree from an accredited college or university in management, public administration, business management.

AND

CORE QUALIFICATIONS: Executive knowledge of, and experience with the administrative operations of a large organization as outlined in the Summary of Duties. Experience in establishing, maintaining administrative, and quality control processes. Proven ability to analyze problems and evaluate viewpoints and proposals. Proven ability to communicate effectively, both orally, and in writing as well as the ability to establish effective working relationships with senior management staff and other high-ranking officials in a dynamic and complex environment.

  • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
  • Mandatory Professional Technical Qualifications (PTQs): All applicants must submit a written narrative response to the following TQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses to TQ(s) must not exceed 2 pages per TQ for a total of 6 pages.
  • Executive expertise in budget formulation and execution, and financial management sufficient to develop, implement and maintain a complex accounting and financial system, including internal controls and financial reporting, as well as expertise in the federal procurement activities.
  • Executive expertise in information technology management sufficient to direct, coordinate, and oversee the acquisition, effective use, and management of information technology (IT).
  • Executive expertise in human resources management and development sufficient to direct, coordinate, and oversee human resources management activities in a complex organization.
  • Executive expertise in logistics management sufficient to direct, coordinate, and oversee the acquisition, and effective use of substantial specialized resources.
  • Executive expertise in training management and development sufficient to direct, coordinate, and oversee training management activities in a complex organization.
  • Highly Desirable:

    Senior/Executive level leadership experience in a Law Enforcement, Appropriations Law, Public Safety, or Military organization with proven experience in managing large organizational units.

    A Master's, equivalent graduate degree, or Two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    Desirable Qualification:
    Possession of the desirable qualification distinguishes a significantly better-qualified candidate. Possession of the desirable qualification should be clearly documented in your application package and addressed separately.

However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
