Duties

This series covers positions managing, supervising, leading, and/or performing professional and scientific work.

General engineering work involves the generation and/or application of theories, principles, practical concepts, and processes related to:
  • The science of civil engineering (including its materials, methods, systems, industry codes, and procedures) and the other traditional engineering science disciplines (e.g., mechanical, electrical, chemical);
  • The art, techniques, and engineering design standards for the building, transportation, public works, and construction industries;
  • Physical science disciplines (e.g., physics, chemistry, and materials science), advanced mathematics, and social science disciplines (e.g., economics and community planning); and/or
  • Critical inquiry and scientific methodology.

As a General Engineer, at minimum you will:
  • Provide advisory services in the planning and design process, and engineering management services for design, construction, sustainment, and decommissioning projects.
  • Interpret design documents and oversee the proper execution of construction work.
  • Participate in original and applied research activities conducted in laboratory settings or for organizations primarily concerned with testing, technology transfer activities, materials and instrumentation development, and modeling and computational analysis.

Qualifications

You must meet the Basic Education Requirement listed in the "Education Requirements" section and the "Specialized Experience" to qualify for this series as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes:
  • Assisting or participating in projects that may deal with renewable energy; fossil, energy transmission, energy efficiency, distribution and storage (including electric battery/storage), biomass fields; nuclear energy; or advanced vehicle manufacturing.; AND
  • Participating in pre-construction reviews of design calculations, analyses, permits, or specifications.; AND
  • Participating in the preparation of information using computer/computer aided software, etc., to solve engineering problems, statements of work, review system design calculations, costs estimates, analyses, drawings, and specifications to ensure compliance with project requirements.
OR EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes:
  • Applying engineering theories, concepts, principles, standards and methods.; AND
  • Assisting in preparing specifications and guides related to technical engineering projects.; AND
  • Preparing technical reports as it relates to infrastructure, equipment, or components.; AND
  • Assisting in providing project management services for infrastructure maintenance, construction, or improvements for diverse projects (.i.e. renewable energy and fuels, energy efficiency, energy transmission, distribution and storage (including electric battery/storage), and biomass fields; geothermal and hydro-power generation; or hydrogen energy technologies).
NOTE: There is no substitution of education for specialized experience at the GS-12 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes:
  • Applying comprehensive engineering theories, concepts, principles, standards, and methods.; AND
  • Producing detailed designs and providing advice on renewable energy; fossil energy, energy efficiency, transmission, distribution and storage (including electric battery/storage), bio-energy; or nuclear energy.; AND
  • Negotiating cost of changes with contractor representatives.; AND
  • Evaluating and resolving problems and issues affecting the quality, scheduling, budgeting, or progress of work performed in completing projects.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-14: You must have one year of experience at a level of difficulty and responsibility p to the GS-13 grade level in the Federal service. Specialized experience includes:
  • Providing on-site assistance with production, efficiency, environmental compliance, licensing and permitting issues.; AND
  • Interpreting technical policy, procedures, design criteria, payment schedules, standards and specifications.; AND
  • Leading projects that deal with advanced technology vehicle manufacturing (ATVM), renewable energy, fossil energy, energy efficiency, transmission, distribution and storage (including electric battery/storage), bio-energy, or nuclear energy.; AND
  • Advising management personnel involved in the development of project requirements for services, construction, and supplies.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.

SPECIALIZED EXPERIENCE REQUIREMENTS FOR GS-15: You must have one year of experience at a level of difficulty and responsibility p to the GS-14 grade level in the Federal service. Specialized experience includes:
  • Extending and modifying existing techniques and developing new approaches to provide structurally sound and secure facilities or infrastructure.; AND
  • Performing technical reviews to report on operations, production, efficiency, environmental compliance, licensing and permitting issues.; AND
  • Preparing project time schedules, costs estimates, reviewing system design calculations, and reviewing drawings and specifications to ensure compliance with project requirements.

NOTE: There is no substitution of education for specialized experience at the GS-15 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the Basic Education Requirement listed below in order to qualify for this series.

Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics;
(b) strength of materials (stress-strain relationships);
(c) fluid mechanics, hydraulics;
(d) thermodynamics;
(e) electrical fields and circuits;
(f) nature and properties of materials (relating particle and aggregate structure to properties); and
(g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished:
(1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and
(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
