Duties

As a Financial Analyst, you will:
  • Plan and conduct financial management studies that involve analysis of complex, interrelated administrative processes in budgetary, financial procurement, and property management functions.
  • Develop innovative recommendations for eliminating problems or improving the operation under study and writes reports that document findings and recommendations.
  • Review and evaluate financial systems for effectiveness of internal controls and integrity of the organization's financial information. Monitor compliance with budget operational policies; recommends changes as required.
  • Analyze processing flows, integration of external system interfaces and internal subsystem modules, and recommend improvements in control techniques.
  • Review and analyze financial reports generated by the financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger. Identify problems and discrepancies, determine if adjustments or corrections are required, and takes necessary action to correct and produce reports.

Ideal Candidate: The Office of the Assistant Secretary for Budget and Programs/Chief Financial Officer is looking for highly motivated individuals who can perform assignments requiring the application of fundamental financial principles to successfully complete assignments.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency. If selected, a one-year or two-year probationary period may be required.
  • REMOTE WORK: Positions may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay. The difference in salary is determined by the locality pay in each location.   • TELEWORK: Positions may be eligible for telework, and the selectee must telework within the geographic area(s) of the duty location(s) stated above. The duty location for a full-time teleworker is usually the residence or other approved telework site.


Qualifications

To meet the minimum qualifications for this position, you MUST meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.

To qualify for the GS-09, you must have at least one year of specialized experience equal or equivalent to the GS-08 grade level in the following:
  • Experience keeping top level management officials informed of status of financial operations and funding levels.
  • Experience reviewing financial reports for a complex organization.

To qualify for the GS-09 on education alone, you must have:
  • A Master's or equivalent graduate degree OR Two full years of progressively higher level graduate education leading to such a degree
  • A LL.B. or J.D., if related

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11, you must have at least one year of specialized experience equal or equivalent to the GS-09 grade level in the following:
  • Experience performing a variety of analytical work that involves identifying, researching, analyzing, and monitoring financial management records; and/or preparing straightforward reports and statements that contain timely, accurate, and essential financial management information; and/or reviewing and evaluating financial systems for effectiveness of internal controls and integrity of the financial.

To qualify for the GS-11 on education alone, you must have:
  • Ph.D. or equivalent doctoral degree
  • 3 full years of progressively higher level graduate education leading to such a degree
  • A LL.M., if related

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12, you must have at least one year of specialized experience equal or equivalent to the GS-11 grade level in the following:
  • Experience ensuring compliance with generally accepted accounting and financial management principles and standards; and/or planning and conducting financial management analyses of complex, interrelated administrative processes; and/or reviewing and analyzing financial reports generated by the financial system and determining compatibility of each with plans of the unit; and/or analyzing the effect of new or revised regulatory changes and developing applicable procedures.

You cannot qualify on education at this level, you must have experience.

To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the following:
  • Experience providing authoritative policy interpretations and functional recommendations in the implementation of new legislative and regulatory requirements; advising program leadership on regulatory requirements, financial policies, interpreting data, and improvement in operations; coordinates the resolution of accounting system problems; managing, planning, coordinating, and evaluating the delivery of bureau-wide programs.

You cannot qualify on education at this level, you must have experience.

To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:
  • Experience evaluating financial plans to recommend improvements.
  • Experience analyzing financial procedures to ensure compliance with accounting principles.
  • Experience preparing financial reports to present updates to senior officials.
  • Experience reviewing fiscal history performance to ensure efficient utilization of resources.

You cannot qualify on education at this level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
