Duties

The incumbent will serve as an Intelligence Research Specialist supporting law enforcement operations/investigations and contributing to strategies to protect the Homeland from Transnational Organized Crime (TOC) networks exploiting smuggling pathways, money laundering techniques, document fraud typologies, and border control vulnerabilities. Typical work assignments include:
  • Illuminate criminal networks
  • Conducting in-depth research and analysis to enhance or develop operations, projects and/or studies
  • Providing accurate, thorough, timely, and usable criminal analysis to investigators and decision makers
  • Serving as liaison with other intelligence directorates and law enforcement agency professionals
  • Identifying intelligence gaps and steps to mitigate them in alignment with intelligence requirements
  • Developing finished intelligence products, threat assessments, and/or other intelligence reporting
  • Collection and evaluating the validity, accuracy, reliability, credibility and urgency of all information
  • Utilizing both unclassified and classified databases to collect, exploit, and disseminate intelligence as appropriate
  • Generating actionable leads to support investigations and deployment of other Criminal Analysts
  • Participating in relevant inter-agency and intra-agency working groups, forums, and conferences
  • Briefing law enforcement and intelligence official on techniques and procedures involved in research and analysis
Assignment will be based on professional background and development interest. The participant will receive day-to-day oversight from a team lead and Section Chief.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

  • Advance Inter- and Intra-agency coordination/collaboration
  • Familiarity with DHS Intelligence Enterprise (IE), the Intelligence Community (IC)

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
