Qualifications
At the GS- 15 level Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-14 level or equivalent experience.
Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: experience collaborating and building strategic partnerships with other Federal agencies, academia, and the private sector to gather and analyze stakeholder feedback and identify strategic outreach engagement opportunities aligned with an equity action plan to identify and address systemic barriers in accessing benefits and opportunities, and efficiency and effectiveness of special programs; establishing partnerships and support for humanities projects and initiatives; serving as a liaison or advisor to senior agency officials; assessing current and future agency programs and/or project needs through use of performance measurement tools, and devising new analytical methods as needed; developing program policies and recommending program changes to senior management

- Leads special initiatives for the agency as determined by the Chair. Advises the Chair, Senior Deputy Chair, Chief of Staff, and other senior staff on the development and implementation of the Chair's special initiatives. Manages staff tasked with implementing the Chair's strategic initiatives. Assists with ensuring that the agency's state and jurisdictional councils are integrated into the Chair's special initiatives and agency programs. Supervises the Office of Outreach, which oversees the agency's outreach strategy. Implements the outreach goals set forth in the agency's Equity Action Plan , including with communities and institutions that have been historically underserved by the Endowment, such as Tribal Nations, Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs), Minority Serving Institutions (MSIs), veterans, community and rural colleges, and others. Ensures that NEH's outreach strategy is well integrated into the agency's communications and publications strategies and that Outreach staff are knowledgeable about the Chair's policies and priorities.
- Develops and oversees partnerships for NEH, including with federal agencies and external organizations in the United States and abroad. Provides oversight of the administration of related interagency and cooperative agreements and memorandums of understanding.
- Manages the gift process for the Endowment, as established by the agency's authorizing legislation and internal procedures as directed by the Chair.
- Advises the Office of the Chair on national issues in the humanities, including as they pertain to agency programs and the Chair's strategic priorities and special initiatives.
- Represents the agency in public speaking opportunities as appropriate.
- Participates in the development of agency policies and priorities as assigned. Supports pre- and post-Council reviews and provides appropriate guidance to division and office heads on agency procedures and policies.
- Maintains responsibility for other duties as assigned.
- Assesses current programs, plans and procedures and provides recommendations as appropriate.
- Assists with a variety of reports as requested.
