Major Duties Include:
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position, you must have served 52 weeks at the GS-11. For a GS-13 position, you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Major Duties Include:
- Responsible for the analysis and providing recommendations in the design, adaptation, of data repository systems.
- Analyzes current database depositories to assist in the design of new or improved information for decision making by upper management and VHA Clinical standardization teams.
- Uses current working knowledge in dealing with precedent-setting situations when work programs are newly assigned and projected account structure is unknown.
- Analyzes problems that are new or novel in nature and where there is necessity for reconciling diverse needs and viewpoints in arriving at a final system.
- Studies the accounts, reports and procedural instructions within an extensive area and considers legislative and program background materials to identify need for revision.
- Consults with customers to refine functional requirements and translate functional requirements into technical data specification requirements.
- Applies knowledge of a wide range of techniques, methods, sources and procedures within the functional information area and subject matter knowledge requiring extended specialized experience.
- Modifies standard information practices, precedents and techniques, adapts automated systems, to solve a variety of information organization, access and dissemination problems.
- Serves as an analyst to management on the evaluation, effectiveness, operations, productivity and efficiency of this specific program area.

- Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization, or meet the education substitute for experience. Examples of specialized experience would typically include, but are not limited to: Experience evaluating region-wide programs against short and long-range objectives. Basic skill in resolving audit/inspection activities for organizations agency-wide. Performing item management analysis such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Is able to lead cost effectiveness studies for region-wide operating or administrative programs. Preparing reports and briefings on results of studies and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to programs being evaluated. -OR - You must have a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M (if related).
