Basic Education Requirement for the 1102 series:
Bachelor's degree (or higher degree) from an accredited educational institution. (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Qualifications for GS-13
Specialized Experience: To qualify based on your experience, your resume must describe one year specialized experience equivalent to the GS-12 grade level in the Federal service which includes the ability to 1) Performing pre and/or post award reviews of complex contractual actions; 2) Applying a broad range of contracting methods, concepts, governing regulations, principles, practices, policies, laws and guidelines governing the Procurement process, such as Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS); 3) Leading team conducting self-assessment reviews or similar reviews of solicitations/contracts and (4)Preparing written communications, briefing materials, and reports of findings/recommendations/presenting those findings/proposals.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

- Plans, develops and establishes the procurement objectives and contractual strategy for acquisition programs of Contracting Office.
- Evaluate procurement documentation to ensure it supports overall program effectiveness
- Analyzes, evaluates, and reviews procurement programs and issues and develops/issues policy based on research and analysis of complex acquisition problems.
- Leading projects, conducting briefings, and participating in meetings and presentations involving a variety of acquisition workforce issues resolving procurement programs, processes, policies and procedures

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Selectee must meet position requirements for Acquisition Contracting Certification within 36 months of entrance on duty per the DoDI 5000.66, change 3.
- Required to submit a DD Form 1555, Statement of Affiliations and Financial Interests.
- This position requires submission of a Financial Disclosure Report OGE-450 upon entry and annually thereafter.
- The employee must be willing and able to travel on commercial aircraft.
- Emergency overtime may be required.
- One year trial/probationary period may be required.
- This position requires temporary duty (TDY) travel up to 15% of the time.
