Case Explorer Program ManagerThe George Mason University, Center for Evidence-Based Crime Policy (CEBCP), housed within the Department of Criminology, Law and Society, invites applications for a Case Explorer Program Manager to work in the Washington/Baltimore High Intensity Drug Trafficking Area (W/B HIDTA) program. The CEBCP carries out this mission by advancing rigorous studies in criminal justice and criminology through research-practice collaborations, and proactively serving as an informational and translational link to practitioners and the policy community.About the HIDTA Program:The HIDTA Program is a federal grant program administered by the White House Office of National Drug Control Policy (ONDCP) to provide resources that assist federal, state, local, and tribal agencies to coordinate activities that address drug trafficking in specifically designated areas of the United States. Information and intelligence sharing are keys to successful investigations, drug treatment and prevention programs, and drug policy development.About the Position:The Washington/Baltimore HIDTA (W/B HIDTA) Case Explorer Program Manager (CE PM) provides leadership and oversight to the Case Explorer (CE) program, a national law enforcement case management and deconfliction system. The CE PM will oversee deployment and management of all aspects of CE to law enforcement and HIDTA partners nationally, providing leadership to the CE Administrative positions located within HIDTA's and LE agencies across the country. The CE PM is responsible for the accuracy and integrity of data entered into the CE system and will manage the flow of data into the HIDTA Performance Management Program. The CE PM will oversee the development and management of CE policies and procedures; this position will gather and analyze user specifications and requirements and provide feedback to the development team. The CE PM will lead the process for identifying and implementing system analytics including custom queries, data modeling, determining how CE data can be used for strategic, tactical and operational intelligence, and answering specific law enforcement questions. The CE PM position will manage all CE support staff and CE administrative designees. Responsibilities:Provide management and oversight of the Case Explorer (CE) system. Work with the W/B HIDTA development team to enhance system performance and maintain system integrity to support national law enforcement case management and deconfliction efforts. Work with W/B HIDTA management to integrate CE with other national deconfliction systems. Interface and brief HIDTA management, as well as LE and ONDCP stakeholders on CE performance and impact. Responsible for all ONDCP related reporting;Train and manage all CE designated admins nationally. CE admins are responsible for vetting and managing agency CE use and activity. The CE PM must ensure that they adhere to the policies and administer the program to their respective agency accordingly. Interface and meet with CE designated admins throughout the year and ensure that any system changes are conveyed effectively;Provide ongoing technical and policy assistance to local law enforcement once they begin using CE. Assist stakeholders with incorporating CE into existing policy, standard operating procedures, and directives as needed;Assist in coordinating the development and implementation of a training program for CE users. Utilize feedback from help desk, development team, management, users, and stakeholders to improve training or provide additional training; andAssist in the development of analytical products and reporting tools to maximize the effectiveness of CE. Utilize feedback, metrics, and data to produce reports and products to report to management and users reach of the program, milestones, and areas for improvement.Required Qualifications:Education: Bachelor's Degree in Criminal Justice, Information Technology, or related field.Experience: 1+ year experience in a law enforcement environment or training web-based applications and 1+ year of experience working with end users.Required Knowledge, Skills and Abilities:Working knowledge of web-based applications and MS Office products;Knowledge and familiarity with law enforcement software programs;Excellent technical writing and communication skills; andTravel will be required.* Due to the nature of the work, must possess the ability to obtain a Secret level government clearance.** The position must be available for emergencies at all times. Significant or special events may occur and may include crises or high-level investigations related to terrorism or criminal activities. Additionally, events such as a computer virus situation may require the knowledge and skills of the incumbent during hours other than normal work hours.THIS POSITION IS LOCATED AT THE W/B HIDTA OFFICES LOCATED IN BALTIMORE, MD & RESTON, VA.
