Duties

The Chief Data Officer:
  • Leads development of the NASA Data Strategy along with associated policies, guidelines, best practices and implementation approach to enable NASA's digital transformation, aligned with NASA's IT Strategy and federal data strategies as well as requirements codified in Executive Orders and laws, to include the Evidence Act. Spearheads agency efforts to manage data and data assets by establishing effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data. Performs data management that includes developing data strategy, data processing/analysis, and information trading to improve IT infrastructure.
  • Partners with stakeholders (Performance Improvement Officer, Evidence Officer and Statistical Official) and customers to develop an evidence-based decision-making plan as part of the NASA Strategic Plan as well as an evaluation plan as part of NASA's annual performance reporting (both required by the Evidence Act). Oversees and approves associated annual performance reporting metrics. Coordinates development of reporting products, reviews and routes reports to Congress, the Office of Management and Budget (OMB) and other external bodies.
  • Collaborates with the Digital Transformation Officer (DTO) in the development, refinement, implementation, and progress assessment of the transformation element(s) of the NASA IT Strategic Plan. Serves as executive champion to provide vision, advocacy, guidance, and barrier resolution for the leads and organizations to enable adoption across NASA.
  • Partners with Officials in Charge (OICs) to ignite, connect, integrate and facilitate organizational data strategies, data governance and data investments across organizations to use, protect, disseminate and generate data. This includes effectively advising senior leaders on data strategy and associated governance policies, and build stakeholder coalitions (both internal and external, spanning users, funders and providers) to design, integrate, implement, and adopt data management solutions (including data inventory, stewardship, quality, access, protection, analytics, modeling, mining, fusion) that maximize efficient and effective IT infrastructure approaches and mission outcomes.
  • Facilitates and spearheads external collaborations to accelerate NASA's data strategy, including other government agencies, industry and academia, including identifying existing and emerging technologies and data solutions that can support NASA mission needs. Serves as NASA lead for the Federal CDO Council and coordinates NASA participation on related CDO Federal Working Groups and CDO Council subcommittees.
  • As a member of the NASA IT Strategy Board (ITSB), leads and serves as principal advisor to the Chief Information Officer (CIO) as the ITSB decision authority on data and data governance topics. Partners with the CIO leadership team to inform development of a NASA data architecture that enables the NASA data strategy. Partners with the Senior Agency Information Security Advisor and
  • Cybersecurity & Privacy Division to foster appropriate cybersecurity processes and controls that both foster collaboration and sharing of data while appropriately protecting NASA data.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of random drug screening may be required.
  • Must meet qualifications requirements by the closing date of this announcement.


Qualifications

Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in effectively advising senior leaders on data strategy and associated governance policies, and building stakeholder coalitions (both internal and external, spanning users, funders and providers) to design, integrate, implement, and adopt data management solutions (including data inventory, stewardship, quality, access, protection, analytics, modeling, mining, fusion) that maximize efficient and effective IT infrastructure approaches and mission outcomes..
