Duties

As a Deputy Associate Director - Strategic Operations Division, you will:
  • Assist the Strategic Operations Division's ("SOD") Associate Director in formulating and administrating policies affecting the mission of FinCEN. Provide expert, comprehensive, and authoritative technical advice on a variety of operations and mission related activities to formulate new or enhanced program activities.
  • Exercise strategic direction and oversight over SOD's personnel, budgetary, and logistical needs. Assure effective expenditure of appropriated funds and authorizes cost-savings initiatives to increase efficiency while reducing operating costs. Coordinating with the Associate Director and other FinCEN leadership, develop an Annual Operating Plan, Staffing, Procurement and Budget for SOD. Provide creative, resource-maximizing strategic thinking toward securing the most effective use of available resources, human and technological.
  • Perform the full range of management and supervision for SOD's human resources. Approves selection for subordinate positions. Take responsibility for ensuring that an effective program is in place to identify training needs and developmental opportunities of the staff and that the needs are met in the proper timeframes.
  • Participate fully with SOD' Associate Director in formulating, planning and directing programs designed to support FinCEN's mission and the broad array of communities engaged in relevant activities, including extensive interagency coordination, information and resources sharing, analysis, and liaison activities. As directed, represent Associate Director and FinCEN in internal and external meetings and acts as Associate Director in acting capacity as directed.
  • Evaluate overall work accomplishment of the immediate staff. Review projects, reports, plans, products, analytical efforts, as well as group and individual performance for consistency with policies, compliance with procedures and regulations, technical adequacy, timeliness, effectiveness, impact on mission operations, and appropriate use of resources. Identify operating problems, conflicting priorities, program deficiencies, and potential problem areas. Direct the development of corrective or preventive measures to obtain desired results. Assure new technical, operational and managerial plans and programs are coordinated within the chain of command and across inter-divisional, cross-Treasury, and inter-agency lines as appropriate. Deal with broad aspects of operational and support management.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service. Specialized experience for this position is defined as:
    • Fostering relationships with, and providing advice on regulatory matters or financial intelligence data to, federal law enforcement agencies and intelligence communities; AND
    • Developing or implementing programs, policies, or strategies related to staffing, procurement, and budget; AND
    • Establishing regulatory or financial intelligence program standards, policies, strategies and goals for an organization; AND
    • Collaborating with high-level Federal, State, or Local officials, as well as the private sector, to effectively promote an agency's program goals and objectives.
