Duties

Serves as a Business Analyst within the Group Practice Management service of the Office of the Chief of Staff. The Business Analyst collaborates with VAMHCS staff to help initiate, develop, and execute projects in support of the analytic needs of the system. Incumbent works to improve the operations and efficiency of all VAMHCS services through the development of standardized business intelligence tools and operations research.
  • Perform data analysis to determine quality, utilization, and effectiveness of a multitude of hospital operations through outcomes and process measures.
  • Interpret external reports; assess their application; and how it relates and impacts the VAMHCS.
  • Monitor and track the accuracy of performance measures data necessary to assure the fulfillment of the VA performance measures and the (Executive Career Field) ECF plan.
  • Identify needs and develop products to meet those needs. Evaluate the information and make recommendations for effective organizational changes, including those related to the collection, standardization, analysis of information, expandability, maintenance, and ease of use.
  • Work collaboratively with team members to ensure that all assigned tasks are completed timely, that good working relationships among team members and with management are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.
  • Build and lead project teams that will ensure the successful completion of said project, with particular attention paid to measures of success.
  • Provide staff support in the maintenance of data related to budget and expenditure estimates.
  • Gather, monitor, and maintain reports circulating through facility leadership and the VISN.
  • Develop dynamic dashboards to provide timely and detailed information for leadership to take decisive action.
  • Create reports to identify patterns and outliers as tools for management decision support.
  • Initiate, develop, and execute projects in support of the analytic needs of the system.

Remote: This is a remote. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in the following: applying a wide range of advanced techniques in qualitative and quantitative data analysis to assess and improve program, process effectiveness, and complex management processes and systems ; health informatics; computer software packages including, but not limited to, VistA, Microsoft Products (including Excel, PowerPoint, Sharepoint, Infopath, Access, PowerBI), SQL Programming, Tableau and Pyramid Analytics; developing a management information system; training individuals to use a front-end interface; presenting written and oral recommendations and reports
You will be rated on the following Competencies for this position:
  • Performance Measurement: Knowledge of the principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors (for example, workload, personnel requirements), metrics, and outcomes.
  • Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
