Duties

As Transparency Executive Project Coordinator with Office of Civil Liberties, Privacy, and Transparency (CLPT) at the Office of the Director of National Intelligence (ODNI), you will:

Develop and deploy outreach and education campaigns using both digital and analog methods, focused on the IC's Principles of Intelligence Transparency.

Organize events, prepare briefings, reports, and presentations to organizational leadership, serving as successful liaison to senior IC officials, policy makers and other senior U.S. Government officials.

Serve as Executive Secretary for the Intelligence Transparency Council, assisting with agenda planning, and project management for the council's regular meetings and activities.

Build relationships with ODNI and IC stakeholders to establish and promote new ways to incorporate the IC Transparency Principles as standard business practices.

Capture best practices and share process improvements, gathering inputs from IC stakeholders, and helping to define criteria for evaluating the success of transparency projects.

Support in the management and coordination of strategic and tactical projects, execute action taskings associated with assigned projects, and provide project status and reporting.

CLPT leads the integration of civil liberties and privacy protections into the activities of the Intelligence Community. This includes overseeing compliance with privacy and civil liberties in programs administered by the ODNI and ensuring that the use of technology sustains, and does not erode, privacy.

CLPT is additionally responsible for institutionalizing the Principles of Transparency for the Intelligence Community, which guide decision-making on how the IC can offer insight its activities, and perform our vital mission more efficiently and effectively, while ensuring our sources and methods remain protected.

CLPT also champions the Principles of Professional Ethics for the Intelligence Community: Mission, Truth, Lawfulness, Integrity, Stewardship, Excellence and Diversity. These fundamental ethical principles unite professionals across the IC.

Our overarching purpose is to ensure that the IC conducts itself in a manner exemplifying American values and provides confidence that, whether on the public stage, or subject to the sometimes-necessary secrecy our work requires, the IC's actions are lawful and effective, as well as ethical and wise.

Must be a current permanent ODNI employee.

Qualifications

Thorough knowledge of strategy development and planning and ability to identify emerging trends and strategic issues.

Knowledge of the ODNI / IC agencies' mission, organization, collection, and production responsibilities, as well as ODNI and IC administrative policies, procedures, and authorities.

Ability to work effectively with ODNI leaders in a highly active, fast-paced, and demanding organization.

Ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents.

Organizational and interpersonal skills to facilitate diverse forums, manage competing priorities and advocate new ideas/concepts/processes; ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.

Ability to develop effective professional and interpersonal relationships with peers and colleagues in the Office of the Director of National Intelligence (ODNI), the IC, and U.S. Government and to earn their confidence and trust.

Desired Requirements

A minimum of 5 years' experience in program management, strategic communications, content development.

Demonstrated ability to utilize innovative and creative problem solving and analytical thinking skills to develop, organize, clarify, and enhance alternative approaches to the most sophisticated multimedia requirements.

Demonstrated ability to work effectively and efficiently within a diverse, creative, and often fast-paced project team environment and to efficiently manage time, technical, and administrative resources.

Strong interpersonal skills demonstrated by the ability to interact effectively with customers, senior management, technical staff, and project team members; ability to coach and mentor others; thorough knowledge and understanding of organization mission and structure.
