Specialized Experience: One year of specialized experience which includes performing analysis of manpower processes and/or reporting methods/procedures; managing manpower/organization studies and surveys; developing and researching manpower policies, procedures and/or directives; identifying, developing and implementing methods for improvements; tracking manpower change requests; utilizing Microsoft office such as, Excel, Powerpoint and/or Access to create spreadsheets on manpower data collection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify.For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Directs and supervises a team of support personnel in Health Care Services Contract Support Services and accepts responsibility for personnel management and division tasks in support of command goals and objectives.
- Ensures subordinates receive formal and on-the-job training.
- Establishes performance standards and prepares performance appraisals for employees supervised.
- Provides investigative, analytical and evaluative work relative to management of military and civilian manpower resources of a major military Medical Treatment Facility (MTF).
- Provides analytical insight, technical/administrative expertise and organizational acumen in planning, implementing, conducting and evaluating a wide variety of management improvement, organizational and manpower studies.
- Provides analysis and accounting to management concerning manpower assets for civilian and military authorizations at the Military Treatment Facility (MTF).
- Develops innovative solutions to identified process and work limitations.
- Coordinates with each contract functional area manager to ensure the contract is properly administered and meets organizational needs.
- Prepares and establish data in spreadsheet, database or graphical form for managers upon request at least monthly or biweekly.
- Initiates formal actions to fill vacancies, interview candidates, and make selections for positions supervised; makes formal recommendations for promotions, assignments, and recognition of outstanding performance.
- Advises command on major contract management issues and acquisition needs and proposes solutions.
- Assists in planning, development and implementation of major procurement staffing and clinical projects that impact continuity and quality of patient care, as well as the readiness mission of the MTF.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to have tuberculosis testing.
