Duties

  • Process Freedom of Information Act (FOIA) and Privacy Act (PA) program requests for Federal Records and information.
  • Present FOIA decisions and recommendations in written correspondence.
  • Plan actions to implement the FOIA, PA program policy and/or training development.
  • Monitors, analyzes, and evaluates program status and execution to ensure continuity, accuracy and/or completeness of actions.
  • Analyze requests for Army information under the FOIA and PA and/or evaluate records responsive to those requests.
  • Prepare responses and/or provide guidance on FOIA/PA requests and/or writing policy documents for privacy office compliance operation.
  • Interpret and/or advises on new developments and recent court decisions, legislative activities, and/or Congressional initiatives regarding release of information under the FOIA and PA.
  • Overseeing release of, and access to, Army records and systems and the information/data contained therein.
  • Exercises responsibility to ensure the records systems and actions pertaining to these systems are consistent and comply with Federal law.
  • Provides technical guidance to FOIA and PA Officers agency wide to ensure they are consistent with, and conform to, acceptable agency standards of processing unusual and/or complex FOIA/PA requests.

  • Must be able to obtain and maintain TOP SECRET clearance.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

In order to qualify, you must meet the EXPERIENCE requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Assist in the processing of Freedom of Information Act (FOIA) and/or Privacy Act or Civil Liberties (PA/CL) program requests for records; Provide assistance in maintaining the compliance and efficiency of FOIA/PA programs and Monitor, analyze, and/or evaluate program status and/or execution to ensure continuity, accuracy and/or completeness.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
