This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Management and Program Analyst, you serve as HRSA's Capital Planning and Investment Control (CPIC) Officer and technical expert in the Capital Planning and Records Management Branch.

Your major duties and responsibilities include:
  • Performing highly advance management and oversight activities as the CPIC Officer for the daily operation of the agency's IT portfolio as it relates to IT Capital Planning and Investment Review process based on requirements of the Federal Information Technology Acquisition Reform (FITARA), the Clinger-Cohen Act, OMB Circular A-130, and OMB Circular A-11.
  • Analyzing Agency-wide programs, functions, and activities to determine whether the management systems currently in use efficiently accomplish tactical objectives and whether they are consistent with Departmental and Administration directives and policies.
  • Coordinating the timely submission of budget and funding data for OpDiv Investments prior to Official Budget Submission and OMB Passback.
  • Ensuring IT costs during Capital Planning and Budget Submission are reported using the TBM Taxonomy.
  • Analyzing statutory requirements against existing directives to assess the degree of change necessary to comply with the new requirement, coordinates comments on revised directives as part of the review process and incorporates comments or resolves issues into final directive.
This position is heavily involved in making sure good relationships are developed and maintained throughout HRSA and external to HRSA, as those relationships will be key to successfully achieving HRSA CPIC requirements.

MINIMUM QUALIFICATION REQUIREMENTS:

In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
  • Applying advanced quantitative and qualitative methodologies to assess the effectiveness and efficiency of management or administrative processes and procedures (e.g., budget and capital planning).
AND
  • Orchestrating the development of budgets, strategies, and polices for direct impact and effect on the organizational goals relating to management operations and portfolios.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

BUDGET FORMULATION - Compiles, analyzes and summarizes probable financial income and expenditures, and allocates funds for a specific purpose within a given timeframe.

STRATEGIC PLANNING - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
