Duties

Plan, promote, and share information and knowledge within ODNI, across the IC, and with other government agencies on information review and release issues to improve their information review and release knowledge and capabilities; build and leverage diverse and collaborative networks within these organizations.

Implement existing ODNI foreign disclosure and release policies; promote knowledge of current processes and procedures.

Coordinate, plan, and perform intelligence information review and release activities to ensure accurate, timely, relevant, and complete responses to public, executive, legislative, or judicial requests.

Plan, coordinate, and document information review and release within the ODNI and, as appropriate, with other U.S. and foreign government entities; participate in inter- and intra-agency information review and release forums.

Perform analysis of intelligence information and make recommendations for information review and disclosure/release of such information; plan for and coordinate quality control reviews of products disseminated outside the ODNI.

Provide extensive and thorough guidance on information review and release issues to colleagues and co-workers, and mentor and educate analysts to improve their information review and release knowledge and capabilities.

Plan, develop and communicate policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners.

Manage and organize U.S. Government working groups, meeting, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.

Must be a current permanent ODNI employee.

Qualifications

Extensive experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.

Extensive knowledge of and demonstrated ability to apply Executive Orders 12333 and 13526, ODNI, and IC policy and procedures in matters of foreign disclosure and release activities.

Extensive knowledge and experience in balancing competing work requirements to ensure that priorities and deadlines are met; demonstrated problem solving skills and the ability to identify complex problems, a range of options, and preferred courses of action.

Demonstrated foreign disclosure knowledge and skills in adjudicating foreign disclosure or release requests derived from intelligence equities.

Demonstrated experience implementing policies and procedures on classification, control markings, and declassification as related to intelligence sharing and foreign disclosure process.

Demonstrated ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.

Demonstrated interpersonal, organization, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.

Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as demonstrated ability to integrate and build upon diverse opinions in a manner that encourages the development of integrated solutions and way ahead strategies.

Demonstrated customer service skills and ability to anticipate and respond to customers' needs in a manner that provides added value and generates customer satisfactions, even in situations in which the outcome is not what the customer desired.

Demonstrated oral and written communication skills, including the ability to express complex and at times controversial ideas, explanations, and concepts in a manner appropriate for the audience (one-on-one, small groups, etc.) using a variety of formats (email, counseling, briefing, training courses, etc.).

Six years of experience leading strategic planning, managing, and directing the successful efforts of a government or private organization or nine or more years of experience in technical collection, collection system development, requirements policy development and requirements management.

Bachelor's degree or equivalent experience as determined by mission specialty area.

Desired Requirements

Experience with and knowledge of the IC, intelligence policy, and intelligence operations.

Experience with analytical production, utilizing information from one or more sources to inform or to provide decision advantage.
