Duties

As the Development and Operations (DevOps) Branch Chief, you will lead over 800 federal employees/contractors. You will be part of a team managing a multi-million-dollar contract portfolio to develop and sustain enterprise-wide cybersecurity solutions. Using agile engineering you will lead the Dev/Ops organization and oversee the delivery and enhancements of mission capabilities across the CISA enterprise. Learn more about the CISA mission.

As a DHS Cybersecurity Service Employee in the Leadership Track, at the Senior Cybersecurity Manager level, you will continually and proactively participate in learning activities to enhance and apply your technical and leadership expertise in Cybersecurity Engineering and Cybersecurity Architecture to oversee multiple DHS Federal cybersecurity programs, organizations, employees, and contract resources to manage a range of unusually difficult tasks, including:
  • Overseeing the branch's efforts to increase software/application developer productivity through implementation of Agile Release Train methodology to plan, visualize, and manage multiple interdependent teams providing full lifecycle support for automated services in various stages of continuous integration and delivery.
  • Collaborating with leaders and technical experts across CISA to drive cultural change advancing the maturity and adoption of Continuous Integration/Continuous Delivery practices.
  • Managing programs, budgets, contracts, staff, and subordinate managers in implementing Automations, Code Quality and Code Analysis tools and other proactive maintenance activities.
  • Serving as an DevOps technical expert implementing and supporting Continuous Integration and Deployment pipelines.
  • Ensuring the branch provides technical expertise and various tools supporting Supply Chain Management and Release Management including Source Control, Continuous Integration, and Change Management.
  • Leading CISA efforts to support, troubleshoot and analyze code on all three layers of the stack related to infrastructure, middleware, and continuous integration and delivery frameworks.
  • Coordinating with cross-functional teams to design, develop, and implement scalable enterprise features enabling higher developer productivity, environment monitoring and self-healing, and facilitate autonomous delivery teams.

  • You must be a U.S. Citizen or national.
  • You must be 18 years of age.
  • Must be registered for the Selective Service (if you are a male).
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
  • Must be able to submit to a drug test and receive a negative result.
  • Must be able to comply with ethics and standards of conduct requirements, including completing any applicable financial disclosure.
  • May be required to serve a 3 year probationary period.


Qualifications

This position is in the Leadership Track at the Senior Cybersecurity Manager level. At this level, individuals generally:
  • Have 12+ years of relevant work experience.
  • Have 5+ years of leadership experience.
  • Are seasoned cybersecurity managers capable of overseeing multiple Agency or federal cybersecurity programs or organizations, including employees and contract resources, through subordinate managers.
DHS Cybersecurity Service employees with a technical capability in Cybersecurity Engineering will generally:
  • Conduct software, hardware, and systems engineering expertise to develop new and refine/enhance existing technical capabilities, ensuring full integration with security objectives, principles, and processes.
  • Build practical solutions in full consideration of lifecycle of costs, acquisitions, program and projects, management, and budget.
  • Identify engineering requirements for, and ensures interoperability of, internal and external systems.
  • Demonstrate strategic risk understanding and critical thinking skills, considering impact of security breaches or vulnerabilities in every aspect of the engineering process.
  • Stay current on emerging technologies, and their applications to current and emerging business processes (e.g., cloud, mobile), and identifies and recommends methods for incorporating promising technologies to meet organizational cybersecurity requirements.
DHS Cybersecurity Service employee whose primary technical capability is Cybersecurity Architecture will generally:
  • Develop system concepts and works on the capabilities phases of the systems development lifecycle.
  • Translate technology and environmental conditions (e.g., laws, regulations, policies, and technical standards) into system and security designs and processes.
  • Provide recommendations for investment standards and policies that drive how controls will be applied across the organization.

DESIRED TOOLS/INDUSTRY EXPERIENCE:
  • Expertise with DevOps tools and automation frameworks
  • Expert knowledge of information security tools
  • Demonstrated expertise with DevOps techniques building continuous integration solutions using Jenkins, Docker, Git
  • Experience in configuration management tool such as Ansible, Chef, or Puppet
  • Experience with n-tier web application development
  • Experience with Kubernetes and other container management solutions
  • Experience with API integration with CICD tools.
  • Working experience in cloud computing, PaaS, IaaS, and related areas are highly desirable
  • Knowledge and experience with Linux OS
  • Should have working experience with monitoring tools like Zabbix, OPNET, and/or SPLUNK, or any other monitoring tools/processes
  • Experience working in Agile environments
  • Ability to handle multiple competing priorities in a fast-paced environment
  • Strong Automation and Problem-solving skills and ability to follow through to completion
  • Experience coaching junior members in the team

Salary: Listed salary ranges reflects typical starting salaries available to employees in most of the United States across applicable career levels. Within the provided range, average salaries vary for each career level.

Senior Cybersecurity Manager: $179,400 - $195,500

In some geographic areas, average starting salaries will be higher because of a local cybersecurity labor market supplement (e.g., metro Washington, D.C. +10%).
